Description

As of November 9, 2022, construction is underway. A timeline for completion has not been confirmed. The project scope is the renovation of an existing facility located at 1101 32nd Avenue South, Fargo, ND, into a 23 unit affordable supportive housing facility. The plan also includes office and meeting space, a parking lot expansion and new storm water system. The project is partially funded with Federal Funds and is subject to the Davis Bacon Act. Bidders and must comply with Executive Order 11246 Equal Employment Opportunity Clause and Federal Labor Standard Provisions including Davis-Bacon wage rates, which will be attached as part of the Contract. Additionally, the project will be required to meet HUD Section 3 of the Housing and Urban Development Act of 1968, pertaining to employment of persons of low income. Bids shall be on the basis of cash for the payment of work performed. The Bidder's Bond shall be in the amount equal to five (5%) of the full bid amount and executed by the bidder as principal and by a surety company authorized to do business in the State, conditioned that if the bidder's bid be accepted and the contract awarded to the bidder, within ten (10) days after the notice of award will execute a contract in accordance with the terms of the bidder's bid and provide Payment and Performance Bonds. Bidders must hold a North Dakota Contractor's License and such license must have been in effect at least ten (10) days prior to the date of the bid opening and carry North Dakota Worker's Compensations Insurance as required by law. No proposal shall be read or considered unless a copy of the License or Certificate of Renewal thereof is enclosed in the Bid Bond envelope. No bidder may withdraw his proposal within ninety (90) days after the scheduled closing time for receipt of proposals. Bids must be submitted on copies of the Bid Form in the specifications and must be accompanied by a separate envelope containing a Bidder's Bond and ND Contractor's License, as follows. No bid will be read or considered that does not fully comply with the provisions herein as to bonds and licenses or which does not state that Davis Bacon wages have been incorporated into the proposal. Any deficient bid submitted will be unopened or resealed and returned to the bidder immediately. The Owner reserves the right to hold all bids until a contract is executed, but not longer than sixty days (60) days after the date of the bid closing and the right to reject any or all bids and waive any informalities. *Information regarding subcontractor bidding has not been disclosed to the content management team at this time.
