Description | Scope of work for the Proposed Leachate Storage Tank #4 and Conveyance System includes all material, labor, and equipment necessary for the construction of a new 1.125-million-gallon double containment leachate storage tank, approximately 4,260 linear feet of 18" HDPE gravity main and 162 linear feet, 1,005 linear feet, & 40 linear feet of 4"/8" dia., 8"/12", and 12"/16" dia. dual contained HDPE force main, respectively, with all associated structures, valves, and appurtenances at the Gloucester County Solid Waste Complex located at 503 Monroeville Road, South Harrison Township, New Jersey 08085. The existing leachate conveyance system shall remain operational at all times during construction, specifically when connecting to the new tank. Contractor shall provide all aspects of the bypassing system to maintain the existing operations. Substantial and Contract completion times are 270 days and 300 days, respectively, after Contract Time commences to run. Bidders shall provide all personnel, supervision, services, labor, materials, tools, equipment, and supplies for i) Mobilization and demobilization; ii) All field engineering and temporary facilities, including design thereof, required to perform the Work; iii) All temporary and permanent soil erosion and sedimentation control devices; iv) Construction of leachate storage tank components such as loadout stations, force main, pumps, valves, fittings with associated appurtenances v) Restoration of all surfaces to conditions prior to construction; and ix) Maintaining service roadways, leachate forcemain system, and landfilling operations during construction. Each proposal must be accompanied by a Certified Check, Cashier's Check, or Bid Bond for not less than 10 percent (10%) of the total amount bid, but not in excess of $20,000, made payable to the Gloucester County Improvement Authority. Successful bidder will be required to furnish a bond of a surety company, satisfactory to the Authority, in a sum equal to 100% of the total contract price. Any questions/clarifications must be submitted in writing no later than by Tuesday, July 27, 2023. The Owner reserves the right, in accordance with all applicable laws, to reject any or all bids, to waive any informalities, deviations, or omissions in any bid or all bids, and to award the contract to the bid, which is found to be the lowest responsible, responsive bidder. Furthermore, the Owner may, in accordance with applicable laws, request written clarification of any aspect of a bid or bids where, in the Owner's opinion, ambiguities exist. Except as allowed in N.J.S.A. 40A:11-23.3, no bidder may withdraw its bid for a period of sixty (60) days after the actual date of the opening of the bids |
