Description

The Work consists of furnishing all labor, equipment, and materials for the Phase II design, signing and sealing of construction plans, permitting, and construction of the solar plant, including but not limited to, delegated designs for all disciplines, surveying, geotechnical report, permitting, construction, testing, cleanup, and improvements to the existing site and monitoring system to support the Phase II expansion consisting of, but not limited to the expansion. Installation of the Phase II photovoltaic systems with a rated nominal capacity of up to 298.4 KWDC, 110.7 KWDC in base bid and 187.7 KWDC Additive Alternates A3 and A4, see plans for additional requirements. Designated design and installation of electrical design. Designated design and installation of structural supports for photovoltaic panels. Designated design and installation of piles and foundations for structural supports. Additive Alternate A1 to relocate and extend security fence along L&R Industrial Boulevard, refer to plans. Additive Alternate A2 to remove and dispose of 129 cubic yards of soil and replace with 129 cubic yards of sand. Additive Alternate A3 to provide an additional 60.8 KWDC of ground mount PV. Additive Alternate A4 to provide an additional 126.9 KWDC of ground mount PV. All duct banks with empty conduits for future buildouts are to be included in the base bid. Surveying, underground investigations, pot-holing and geotechnical study. DC/AC solar inverters, power cabling, raceways, conduit, trenching and backfill, concrete work, DC optimizers, AC distribution, grounding, system communications, communication cabling, and all necessary appurtenances for a complete system. Additional breakers in existing combiner panel HPVA. Road cuts and repairs. Repair of all disturbed road, parking, and grass surfaces. All such conduit, wire, boxes, concrete, steel, supports, etc., necessary for a complete turn-key system. Permits and inspections. Low voltage RS485 continuous communications from inverters to existing system operator station. System monitoring platform and operator station screen updates and programming. Contractor shall hire McKim & Creed the City’s existing SCADA contractor to perform SCADA program modifications on the existing Citect system and displays to incorporate new PV inverters. Site work. System startup and testing including cable insulation tests and ground fault testing. Training. System coordination with PV inverter, PV panel, and optimizer manufacturers for a system optimized for the equipment the bidder is proposing. Within the constraints of the bid documents, provide PV panel layout and configuration optimized for efficiency and cost of installation. System installed capacity shall be based on total PV panel installed capacity and Florida Statute FAC 26-6.055, Interconnection and Net Metering of Customer-Owned Renewable Generation. System array-to-inverter ratio shall be optimized by the offerors for solar irradiance of the site and allowable DC losses of Florida Statute FAC 26-6.055 for all calculations and determinations of this contract. For purposes of this contract irradiance values for system calculations and sizing shall be based on National Renewable Energy Laboratory (NREL) recognized best practices and the National Solar Radiation Database (NSRDB). Bidder shall submit with proposal product specification sheets and quantities of PV panels, inverters, and combiners they are proposing to use. The structural support and foundations are a delegated design to be provided by Contractor per requirements in this section and other sections and as referenced in Drawings. Contractor to perform all necessary Geotech including Push/Pull Tests and ground conductivity testing to ensure a minimum of 30-year life of structural supports and foundations at no additional cost to owner. No additional funds will be due the contractor for failure to provide due diligence BEFORE submitting a bid on the necessary structural systems to comply
