Description

Project: Rocky Mountain Arsenal HVAC Maintenance and HVAC Repair Work. Location: Rocky Mountain Arsenal National Wildlife Refuge Commerce City, CO 80919 in Jefferson County 1. 100% Small Business Set-aside, NAICS Code 238220 - Water and Sewer Line and Related Structures Construction. | NAICS Association, Size Standard $39.5M. This solicitation is a request for proposal under FAR Part 13 Simplified Acquisition Procedures and awarded as a firm-fixed price construction contract. All reference to discussions shall not be interpreted under FAR Part 15, but rather indicates that the Government may communicate with offers as allowed under Simplified Acquisition Procedures. 2. IAW FAR 36.204 the magnitude of this construction project is anticipated between 25k and 100k. 3. Contractors shall follow instruction in section L of the solicitation. A responsive proposal shall consist of at minimum a Price Proposal, Technical Approach and Relevant Past Performance. 4. Any request for information or request for a site visit must be received no later than 12 August 2022 via e-mail at miguel_martinez@fws.gov by 12:00 PM MST. 5. Delivery Location Code: 0008350044 FWS ROCKY MTN ARSNL NWR 6550 GATEWAY ROAD, BLDG 121 COMMERCE CITY CO 80022-1748 US Period of Performance: 09/01/2022 to 09/01/2023 The Contractor shall provide a full coverage Preventive Maintenance for the Geothermal HVAC Systems, Equipment and Control Systems located in Visitor Center Building and Headquarters Building; The Contractor shall provide a full coverage Preventive Maintenance for the Conventional HVAC systems, Equipment and Control Systems located in Maintenance Building, Fire Building, and Dechlor Building. All buildings are located at the Rocky Mountain Arsenal National Wildlife Refuge, Commerce City, CO 80022. The period of performance shall be one base year with four one-year options. 1. All HVAC maintenance will be included in this service. All HVAC firmware and software reloads will be included in this service. 2. Contractor is to provide job labor, travel labor, living expenses, and equipment and material required to do Preventive Maintenance (PM) on all systems, fans, air handlers, package units, stats, and thermostats, etc. The Electronic/Computer Control system will also be part of the service. 3. This Service will be provided on a semi-annual basis two (2) times a year prior to winter and summer. Service Maintenance Calls will be optional and priced as optional lines in bid schedule. The Contractor is responsible to visit the site and assure that all equipment is in factory spec operation prior to the issuance of this contract. A written statement will be required on any deficiency annotated during semi-annual maintenance visits and Service Maintenance Calls. Deficiency will be handled, if necessary, under this contract utilizing optional equipment list pricing. 4. Under this contract all work will be done semi-annually, and checklists turned in for continued payment of contract. All work outlined in this contract must meet or exceed manufacturers tolerances and will be inspected by local official. The Contractor will perform all PM Service as approved by the Government. 5. As part of this PM all materials such as filters, pressure control switches, all gases, and belts must be new, factory approved and provided by the contractor. 6. Contractor will maintain all equipment to manufacturer's specifications after the initial inspection. 7. As part of this PM all major repairs (Compressors, motors, etc) to include repair of piping will be priced as optional lines in bid schedule. a. This agreement applies only to the maintainable portions of the system(s). Repair or replacement of non-maintainable parts such as duct work, boiler shell and tubes, cabinets, boiler refractory material, heat exchangers, main power service and electrical wiring, piping, tube bundles, valve bodies, structural supports tanks and other similar items are excluded. b. This agreement does not include responsibility for the design of the system, obsolescence, safety test, removal and reinstallation of valve bodies and dampers, repair or replacement necessitated by freezing weather, electrical power failure, low voltage, burned-out main or branch fuses, low water pressure, vandalism, misuse or abuse of the system(s), negligence of others (including customer), failure of customer to properly operate the system(s), requirements of governmental regulatory or insurance agencies, or other causes beyond control of the Contractor. c. Contractors will make service maintenance calls as required within 72 hours of notification to be on site for troubleshooting. Any repair that is not covered under the optional bid schedule for this contract will be handled on a per event basis, contractor will provide the Government with a cost estimate. 8. Contractor will be required to follow all local rules and safety compliance while performing this work. The contractor also will be required to dispose of any Hazardous wasted caused or created by this work and contract agreement (i.e. gases, fluids, etc.). The Contractor shall provide all personal protective equipment required for the contract. Fall protection is required where the Contracto *The value for this project is based on a financial range.
