Description

The City of Commerce City ("City") in collaboration with Adams County ("County"), is soliciting proposals from qualified vendors ("Respondents") to assist in the formation of an urban renewal area in the City, as described in this Request for Proposals ("RFP"). The selected Respondent is expected to deliver documents necessary to form a new urban renewal area for the undertaking of an urban renewal project by the Commerce City Urban Renewal Authority ("CCURA") including the following and other related deliverables: i) a property conditions assessment or blight study; ii) a county impact statement; and iii) an urban renewal plan, all in conformance with the Colorado Urban Renewal Law. This RFP is not seeking a vendor to interact with taxing entities regarding the sharing of incremental property tax revenue, although reasonable assistance to the City and CCURA representatives, as well as the County and the Board of County Commissioners ("BOCC"), is expected and engagement with other taxing entities may be necessary.
