Description | As of January 5, 2024, an architect has been selected for the project. A firm timeline for construction has not been established. *The closed solicitation has been included below for reference: Direct inquiries related to this solicitation to: E-mail or Call Terry Ilahi, Senior Property Manager TerryI@portofbellingham.com 360-676-2500 The Port of Bellingham (Port) is soliciting written responses from qualified professional teams interested in providing support with the planning, design, permitting, and implementation of a Marine Manufacturing Facility. The site has known historical contamination, such as petroleum and solvents from former boat manufacturing, in soil and groundwater and is listed under the Department of Ecology's contaminated sites list. A figure below illustrates the approximate site boundary, existing buildings, and relative location within Fairhaven Marine Industrial Park, and access to surface streets in Bellingham Washington. The site is currently served by the following utilities: Port-operated stormwater system (separate from City stormwater system) Port-operated sanitary sewage lift stations connected to City sewer City-supplied potable water and fire water Natural gas Electrical (underground and overhead) Telecommunications (underground and overhead It is anticipated the successful respondent team(s) will have experience and expertise with the following project elements: Project management: scheduling, contract administration, leading a multiple-discipline team, and coordination with consultant team, owner, regulatory agencies, and project stakeholders Industrial infrastructure planning, design, permitting, and construction-management; disciplines required for this work may include, but are not limited to: Industrial structural engineering Coastal engineering and Climate resiliency (Shoreline Management/sea level rise requirements) Upland infrastructure engineering: civil, geotechnical, environmental, ground, structural, electrical, water/sewer, stormwater, mechanical, transportation, etc. Permitting related to industrial structures and connections to upland infrastructure Site circulation plan ADA compliance Cost Estimating Familiarity with Washington State Model Toxics Control Act (MTCA) and development on contaminated sites. Design with typical milestone (e.g., 30%, 60%, 90%, and 100%) deliverables that may include opinion of probable construction costs, drawings, technical specifications, design memoranda, etc. Local and federal permitting for all related aspects of the work, including local and federal shoreline and near shore permitting. Support the Port in the development of bid documents for a public works solicitation. Design and feature Include Approximately 25,000 square feet with multiple bays, with minimal heat and insulation Multiple roll up door access Roll up doors minimum 25' wide x 30' tall Bay(s) including ventilation systems that support paint booth/blasting activity Planned Bay that provides flexibility for the Building to be divided in the future Overhead bridge crane capacity (minimum) Two parallel bridges Two hoist per bridge No less than 15-ton capacity per hoist Lift capability across all workstations Adequate power and utilities for TIG/MIG welders, compressed air, etc. Adequate parking for personal and external use, additional storage Restrooms: Women and Male restrooms must accommodate a minimum employment capacity of 25-40 team members Adjoining fully conditioned office space or mezzanine of no less than 2,500 square feet The Port reserves the right to reject any and all proposals received in this solicitation.
