Description

** As of January 23, 2023 this project has not yet been awarded. A timeline or award has not yet been established.** The Binghamton Metropolitan Transportation Study (BMTS) is seeking proposals from qualified firms for professional services to conduct a study for the addition of Complete Streets Elements along a 2.1-mile section of Watson Boulevard from Valley Plaza to Hooper Road. Complete Streets are streets designed and operated to enable safe use and support mobility for all users. Those include people of all ages and abilities, regardless of whether they are travelling as drivers, pedestrians, bicyclists, or public transportation riders. This segment is designated as Local Bike Route 1 and is also a portion of a BC Transit Route. The primary goal of this project is to implement Complete Streets elements within the existing right-of-way (ROW). ROW acquisitions may be considered on a limited basis if necessary to provide continuous improvements along the roadway segment. Currently the roadway includes one travel lane in each direction and shoulders of varying widths along most of the roadway. This task is included in the 2022-2023 BMTS Unified Planning Work Program and will be funded by Federal Highway Administration Metropolitan Planning Program funds. This study will be used to inform and support grant applications such as FHWAs Safe Streets and Roads for All, NYSDOTs TAP-CMAQ Program or other funding opportunities as they arise. The project budget has been capped at $75,000 and is expected to be completed within twelve (12) months of contract execution. Proposals should indicate a demonstrated understanding of the goals and objectives of the project as well as past achievements similar to the proposed work and the relevance of education and experience of key personnel.
