Description | DLA Disposition Services has a need for Excess Property Management and Demilitarization (Demil) of government Information Technology (IT) property in the Continental United States (CONUS). All contract personnel will be required to have a Top Secret/Sensitive Compartmented Information (TS/SCI) level clearance to perform contract work. The contract will be for a potential 5-year period. The contractor will perform a variety of tasks relating to the control and accountability of items from receiving property through disposal action. Contractor will provide equipment necessary and define capabilities to perform complete disassembly and demilitarization as defined below. Contractor responsible for install and maintenance of equipment. The contractor shall identify if they currently have a facility or are able to convert/construct a building to meet the requirements of DoDM 5205.07, DoD Special Access Program (SAP) Security Manual. The contractor shall perform disassembly and Demil of excess IT DoD property. Disassembly defined as removing Information System Storage Devices (i.e. hard drives, solid state drive) and circuit cards from excess IT DoD property. Demil of Information System Storage devices and circuit cards will result in disintegration into particles that are nominally 2 millimeter edge length in size or less. All residual/other IT equipment will be demilitarized to the point of scrap to preclude restoration or identification. Government personnel will maintain oversight, provide guidance on the appropriate Demil method and will be used to provide a technically qualified verifier for the Demil function. Requirements to process up to 1.5 million pounds of property annually or approximately 210,000 pieces annually (all quantities or estimated). In performing these duties, the contractor receives, certifies, sorts and classifies, disassembles, and Demils property. The contractor reviews disposal turn-in document (DTID) accompanying material and compares data against property to assure correct information including proper documentation (e.g., serial number, stock number, nomenclature, quantity, unit of issue, disposal authority code, demilitarization codes, and condition codes). The contractor takes immediate action to have incorrect or incomplete accountability data corrected or completed prior to acceptance for processing. If property is not acceptable, the contractor consults Contracting Officer Representative (COR) for appropriate action. If acceptable, the contractor spots carriers, trucks, etc., and off loads material from conveyance. The contractor (certifier) and government personnel (verifier) sign for accountability/receipt and demilitarization of property. The contractor shall palletize, warehouse, re-warehouse property on shelving/racks, or in bulk storage areas in accordance with prescribed storage methods. All operations will be performed in a facility that meets the requirements defined in DoDM 5205.07, as well as any subsequent Intelligence Community Directives (ICDs). Provide a statement of capabilities to perform this type of work and equipment that will be utilized. Statement of capabilities should include detailed technical expertise information, employee experience/expertise and/or other documentation (i.e. diagrams, data, programs etc.) demonstrating the direct ability to perform the above work (disassembly, disintegration/shredding, forklift/warehousing operations). •3. Provide information on your capability to convert existing or construct a 50,000 sq. ft. facility that meets the requirements of DoDM 5205.07. (Option of utilizing Government owned facility) •a. If applicable, identify location of current facility being utilized for this type of work. •4. Provide information on your capability to hire a workforce with TS/SCI clearance to perform these requirements that shows your firm is knowledgeable about hiring practices and procedures for US citizen with TS/SCI clearance prior to start of work. SCRAP. Recyclable waste and discarded materials derived from items that have been rendered useless beyond repair, rehabilitation, or restoration such that the item's original identity, utility, form, fit and function have been destroyed. Items can be classified as scrap if processed by cutting, tearing, crushing, mangling, shredding, or melting. Intact or recognizable USML or CCL items, components, and parts are not scrap.
