Description | As of July 8, 2022, the project has been awarded. A timeline for construction has not been confirmed. Lycoming County, PA will receive sealed bids for the Lycoming County Bridge Bundling Program Bundle 3 - Bridge Construction to replace five locally owned bridges with Geosynthetic Reinforced Soil (GRS) Abutment/Concrete Beam bridges. GRS Abutments include integrated headwalls, wingwalls, and reinforced soil foundations. Superstructures are composed of precast, pretensioned structural beams and cast-in-place concrete decks. Structure Mounted Guiderail will be used. Limited road reconstruction will be needed at each site. Contractor shall install E&S measures, divert stream flows, protect existing utilities,control traffic,demolish and remove existing bridges, and properly dispose of the remainder. Excavate for GRS foundations, construct GRS abutments, set bridge beams, and cast concrete deck drawings. Stabilize the abutments and wingwalls with riprap. Restore roads at each bridge site as indicated, including grading, subgrade placement and compaction, paving where required, and install of stormwater features. Set guiderail and traffic control signage, perform all necessary incidental work, and provide all necessary appurtenances to retore the site to its original condition. Bidders must provide with their Proposal (or Bid) either a certified bank treasurer's check, a certified cashier's check payable to the order of County of Lycoming, or a bid bond in the amount of ten percent (10%) of the bid. Bidders must also provide with their Proposal a fully completed Non-Collusion Affidavit and a Public Works Employment Verification Form. Bidders are advised that PA Prevailing Minimum Wage Rates are incorporated in the Contract Documents and they must be paid to all workers employed at the construction site. The two apparent low bidders will be required after bids are opened to provide proof of prior experience and adequate resources to complete the project. The successful low bidder will be required to furnish fully executed original Proposal (or Bid) forms. Failure to fully comply with all bid requirements including but not limited to the above will be cause to reject a bid. Prospective Bidders may review the Conformed Project Manual through the portal. Lycoming County will only accept bids from interested parties who have submitted bids via the portal. Lycoming County may hold all Bids and they shall remain irrevocable for 60 days from the Bid Opening date. Lycoming County reserves the right to accept or reject any or all bids, waive any informalities or irregularities, or negotiate contract amounts. The successful Contractor will be required to furnish upon Contract Award a Performance Bond and a Payment Bond, each for one hundred (100%) percent of the contract price as bid.
