Participation in Disabled Veteran Business Enterprise Program (DVBE): The minimum DVBE participation percentage goal is 3%. Failure to fulfill the DVBE requirement will render your bid non-responsive. DVBE Incentive: For evaluation purposed only, an incentive will be given to bidders who exceed the 3% DVBE participation requirements. Refer to the Instructions to Bidders. Small Business Preference and Small business Subcontractor participation: A five percent (5%) Small business Preference will be granted to properly certified small businesses (a completed STD 811 must be submitted with the bid proposal). As of March 1, 2015, Senate Bill 854 requires that :No Contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the Department of Industrial Relations. Failure to register with DIR or list sub-contractors not registered will render your bid non-responsive No pre-bid walkthrough is scheduled for this project. The contractor may contact the facility managers listed in the contract documents, instructions to bidders section, to schedule a site visit for the purpose of discussing concerns regarding this IFB. No oral interpretations shall be made to any bidder as to the meaning of any of the contract or be effective to modify any part of the provisions of contract. Every request for any interpretation shall be made in writing and addressed and forwarded to the California Department of Fish and Wildlife, Engineering Section, 1812 9th Street, Suite 100, Sacramento, California 95811. The project is located at Crystal Lake, Darrah Springs, Mad River, and Mount Shasta Fish Hatcheries, in Shasta, Humboldt, and Siskiyou Counties, California. The Contractor shall provide all labor, tools, equipment, materials, incidentals, permits and taxes necessary to install four automated entry gates and other miscellaneous work at four fish hatcheries, as outlined in the Items of Work. a.
