Description | Jersey City Board of Education (District) is seeking proposals from qualified Energy Service Companies (ESCOs) for the planning, development, and implementation of an Energy Savings Plan (ESP) through an Energy Savings Improvement Program (ESIP) (PD22-23-ESIP1) pursuant to the Energy Savings Improvement Program Law, P.L. 2012, c. 55, N.J.S.A. 18A:18A-4.6 and N.J.S.A. 18A:18A-42(o). All comments and questions concerning this Request for Proposal (RFP) and the corresponding procedures and requirements must be addressed in writing, via email, facsimile, or mail, to the following: Dennis Frohnaphel Acting School Business Administrator/Board Jersey City Board of Education Business Office 346 Claremont Avenue Jersey City, NJ purchasing@jcboe.org The Board of Education has participated in the New Jersey Board of Public Utilities' (BPU) Local Government Energy Audit (LGEA) Program and has received its completed energy audit report for each facility included in this RFP. This project will be completed under the hybrid model. The district has retained CHA Consulting, Inc. (CHA) as Engineer of Record to support the Energy Savings Improvement Progra Pursuant to N.J.S.A. 48:3-108, Respondents must include with their proposal a security bond in an amount equal to five percent (5%) of the proposed initial investment in the project, as calculated at the time the proposal is made. The security bond shall secure the Jersey City Board of Education from loss or damage by reason of withdrawal of the proposal after the date set for submission of proposals for a period of sixty (60) days or as mutually agreed by the District and the ESCO. Facility inspection visits are required by all potential Proposers pursuant to the required guidelines found below. Additional facility inspections may be scheduled at times that are mutually convenient to Proposers and District representatives. It is required that a Proposer has conducted at least one (1) inspection of all forty-six (46) facilities to be considered an eligible Proposer responding to this RFP. The District reserves the right to reject proposals that are not received by the District at the time and in the manner designated by this RFP. Any and all proposals may be rejected by the District in accordance with applicable law. Proposers are required to comply with the requirements set forth in N.J.S.A. 10:5-31 and N.J.A.C. 17:27-1 et seq.
