JOIN TELECONFERENCE BY PHONE: (760) 435-3750 CONFERENCE ID: 767016# Technical difficulties accessing teleconference: Call Kirill Dolinskiy at 760-435-5828 The City of Oceanside (City) has a water portfolio that includes local supplies extracted from the Mission Groundwater Basin (MGB). Brackish groundwater extracted from the MGB is treated at the Mission Basin Groundwater Purification Facility (MBGPF). The capacity of the MBGPF is currently 6.4 million gallons per day (MGD), but the capacity is not being fully utilized. The sustainable yield and quality of groundwater extracted from the MGB has declined in recent years, with the average production since 2002 being 3.5 MGD and that peak production not exceeding 5.7 MGD. Currently, the MBGPF utilizes reverse osmosis (RO) to reduce salt concentrations in the brackish groundwater supply of the MGB. Other treatment processes at the MBGPF include greensand filters for iron and manganese reduction, and granular activated carbon (GAC) to remove 1,2,3 trichloropropane (TCP). The current MBGPF RO process operates at a 75% water recovery, producing 1.5 MGD of brine at design conditions. This brine is currently discharged to the brine line which conveys flow to the Pacific Ocean through the Oceanside Ocean Outfall. The City has been studying the feasibility of improving production from the MBGPF to meet its goal to increase utilization of the existing 6.4 MGD capacity of the MBGPF, reduce the volume of brine discharged, and to increase its supply of locally-sourced water. The outcome of these studies found that the MBGPF could increase production through optimization of its groundwater well locations and concentration of its reverse osmosis brine. To accomplish these greater production goals, the City is seeking to complete the design for two (2) new groundwater production wells in areas where the basin has higher yield potential and implement brine minimization technology to make up the MBGPF Well Expansion and Brine Minimization Design Project (Project). For the brine minimization Project component, the City requires the brine stream treatment for higher water recovery and lower brine production, a conventional third stage RO process. The City has pilot tested the conventional third stage RO process and the Desalitech RO process. The City selected conventional third stage RO process to provide additional brine treatment. The conventional third stage RO process pilot testing results are included in Attachment 1of this RFP. Pilot testing of the third stage RO showed that operating a third stage system at 40% recovery would increase the recovery of the MBGPF from 75% to 85% and reduce the flowrate of brine to about 0.6 MGD with the MBGPF operating at capacity (6.4 MGD). The overall Project (additional wells and brine minimization) is estimated to increase MBGPF production by 881 acre-feet per year (AFY). This number is further broken down by the well expansion (450 AFY) and brine minimization (431 AFY). An overall MBGPF production increase project by the City that applied for and was awarded an USBR WaterSMART: Desalination Construction Projects Under the Water Infrastructure Improvements for the Nation Act for Fiscal Year 2018 (Funding Opportunity Announcement No. BOR-DO-18-F012). The grant application has been included as Attachment 2. To support the grant application, the City and Woodard & Curran prepared a feasibility study that built upon previous studies to further define the overall MBGPF production increase project. The feasibility study was performed with a project in mind that fell under the terms of the USBR Water Reclamation and Reuse (Title XVI) program. The feasibility study was structured to follow the Bureau of reclamation Manual, Directives and Standards, "WTR 11-01". The feasibility study and the studies it built upon performed hydrogeologic studies to better map the groundwater basin geometry. The studies found through modeling that the aquifer can provide additional supply with strategic placement of new groundwater production wells. These hydrogeologic studies are included as a part of the overall feasibility study found in Attachment 3. The location of the two new groundwater production wells are shown in the Project Location Map, included in the Attachment 4. As of May 10, 2021 an awarded birm has not been announced.
