Description | This contract is for litter/debris removal from streets and City-owned parcels within the Asheville City limits. Roadside removal can occur on City or NCDOT owned streets and roads excluding interstates. Roadside removal shall occur within 5 feet of the outer edge of the infrastructure (edge of road, edge of sidewalk, back of curb). This distance may be widened if additional right-of-way is present. City-owned parcels can consist of developed or undeveloped land with varying vegetative cover. Biohazard materials, with the exception of occasional needles/sharps, will be excluded from both roadside and parcel pickup. Collection can consist of scattered linear garbage, isolated dumpsites, or individual bulk objects. The notification shall be for a minimum of one half shoulder mile (may consist of more than one route within the City) of litter/debris collection with the following exceptions: 1) Isolated Dump Sites may be required to be picked up separately outside of the notified pickup area(s). 2) Isolated Bulk Items shall be picked up separately outside of the notified pickup area(s). The Contractor is to provide all equipment, labor, and material. This contract is for one year with the possibility of two additional one year extensions. Questions due by noon 1/3/23. Women- and Minority-Owned Businesses (W/MBE): The bidder will use its best efforts to afford small businesses, minority business enterprises, and women's business enterprises the maximum practicable opportunity to participate in the performance of this contract. As used in this contract, the terms "small business" means a business that meets the criteria set forth in section 3(a) of the Small Business Act, as amended (15 U.S.C. 632), and "minority and women's business enterprise" means a business at least fifty-one (51) percent owned and controlled by minority group members or women. For the purpose of this definition, "minority group members" are Afro-Americans, Spanish-speaking, Spanish surnamed or Spanish-heritage Americans, Asian-Americans, and American Indians. The bidder may rely on written representations by businesses regarding their status as minority and female business enterprises in lieu of an independent investigation.
