Description | Site work and paving for a sidewalk / parking lot in Laguna Beach, California. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot. That electronic bids will be received by the City of Laguna Beach for the PEPPERTREE PARKING LOT REHABILITATION (CIP 533), together with appurtenances thereto. In general, the work comprises of furnishing all materials, equipment, tools, labor, and incidentals as required by the Plans, Specifications, and contract documents to rehabilitated approximately 11,800 SF of the Peppertree Parking Lot Facility (Lot 2, 322 Forest Avenue) within the City of Laguna Beach. The general items of work include removal and reconstruction of AC pavement, removal and reconstruction of a PCC driveway approach, removal and reconstruction of PCC sidewalk, removal and reconstruction of curb and gutter, improvements to hardscape, adjustments of existing utilities to grade, and the installation of thermoplastic pavement markings. AWARD OF CONTRACT: (a) The City reserves the right after opening bids to reject any or all bids, to waive any informality (non-responsiveness) in a bid, or to make award to the lowest responsive, responsible bidder and reject all other bids, as it may best serve the interest of the City. (b) As a condition of award, the successful bidder will be required to submit payment and performance bonds and insurance. N-5 COMPLETION OF WORK AND LIQUIDATED DAMAGES: All work is to be completed in a total of 20 working days, excluding holidays, from the date specified in the Notice to Proceed, which is anticipated to be September 13, 2022. Liquidated damages shall be $1,000 per working day, for each and every working days delay in finishing the work. N-6 CONTRACTORS LICENSE CLASSIFICATION: The Contractor shall possess a valid Class A, General Engineering, Class C-12, Earthwork & Paving, or Class C-32, Parking & Highway Improvement Contractor License at the time of submitting bids, in accordance with provisions of Chapter 9, Division III of the California Business and Professions Code. N-7 WAGE RATE REQUIREMENTS: In accordance with the provisions of Sections 1773.2 of the California Labor Code, copies of the general prevailing rate of per diem wages as determined by the State Director of Industrial Relations are available on the Internet at the World Wide Web site of the State Department of Industrial Relations at www.dir.ca.gov under Statistics and Research. It shall be mandatory upon the contractor to whom the contract is awarded and upon any subcontractor under him to pay not less than said specified rates to all workers employed by them in the execution of the contract. All parties to the contract shall be governed by all provisions of the California Labor Code relating to prevailing wage rates; Sections 1770-1781 inclusive. N-8 RETAINAGE FROM PAYMENTS: The Contractor may elect to receive 100 percent of payments due under the Contract Documents from time to time, without retention of any portion of the payments by the City, by depositing securities of equivalent value with the City in accordance with the provisions of Section 22300 of the Public Contract Code. Deadline for all inquiries is 5:00 P.M. on April 28, 2022 REGISTRATION WITH THE DEPARTMENT OF INDUSTRIAL RELATIONS: No contractor or subcontractor may be listed on a bid proposal for a public works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)]. No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. |
