Winton Circle Drainage Improvements

The Contractor shall be responsible for providing any and all labor, materials, equipment, and supervision required in order to construct drainage improvements along Winton Circle in St. Johns County. Improvements included in this project consist of work completed in two (2) separate construction phases. The limits of work for each construction phase are shown on sheet 2A (Construction Phasing Detail) of the Roadway Plans. Phase I construction includes roadway reconstruction/raising the profile grade along Bella Terra Drive (approximately 480 linear feet). Additional improvements include expanding an existing pond to the designed limits, along with construction of a new County-maintained control structure and outfall pipe system along Bella Terra and US 1. Fencing shall be required along the entire perimeter of the stormwater management facility which includes two double ten-foot gates. Work also includes clearing and grubbing, erosion control measures, and maintenance of traffic. Additionally, any features belonging to property owners that are impacted by the proposed construction will require relocation and/or replacement. Phase II construction includes roadway reconstruction/raising the profile grade within a residential neighborhood along Winton Circle (approximately 665 linear feet). The project also includes new stormwater piping and ditch regrading throughout the project area to provide conveyance to the new stormwater management facility constructed under Phase I of the contract. Additional improvements include installation of multiple side-drain culverts and supporting drainage infrastructure within the residential neighborhood, as well as reconstruction of multiple residential driveways throughout the project area. Work also includes clearing and grubbing, erosion control measures, pavement cut/repair, maintenance of traffic, and pavement markings. Additionally, any features belonging to property owners that are impacted by construction will require relocation and/or replacement. Phase II construction also includes the installation of a new six-inch water main along Winton Circle (approximately 1,900 linear feet) and grouting the existing six-inch water main to place it out of service. Utility work also includes the installation/ adjustment of existing hydrants, valve boxes, meters, and the connecting lateral connections to the new water main. All water main work associated with this project shall be in accordance with the “2006 St. Johns County Manual of Water, Wastewater and Reuse Design Standards and Specifications”.
