Description

The work consists of 1. Supply and install the influent pipeline to connect four offsite wells to the PFAS water treatment system located at the City s Main Street Facility. 2. Supply and install effluent pipeline from Main Street Facility to City s distribution system 3. Take delivery of and install District furnished Dual Media Pressure Vessel PFAS water treatment system at the City s Main Street Facility including pressure testing, disinfection, and bacteria testing. Please be advised that the Contractor will be responsible for providing the anchorage design and hardware for the District furnished Dual Media Pressure Vessels. This design shall be sealed by a Structural Engineer licensed by the State of California. 4. Furnish and install prefilter systems for IX systems including filter media. 5. Furnish and install water treatment plant structural concrete: construct structural concrete for the water treatment system. 6. Connect the influent pipeline to the water treatment prefilters and these to the PFAS treatment trains and these to the existing reservoir: furnish and install epoxy lined and coated piping, epoxy coated cement lined ductile iron piping, and PVC C900 piping. 7. Furnish and install the ion exchange nitrate removal system, including media regeneration system with all necessary appurtenances. Includes pressure testing, disinfection, and bacteria testing. Please be advised that the Contractor will be responsible for providing the anchorage design and hardware for IX vessels. This design shall be sealed by a Structural Engineer licensed by the State of California. 8. Connect the onsite wells to the ion exchange nitrate removal system and the treated water to the existing reservoir: furnish and install epoxy coated cement lined ductile iron piping, PVC Schedule 80 piping, and PVC C900 piping. 9. Remove the existing booster pumps, piping and appurtenances in the Booster Pump Station. Furnish and install new pumps, piping and appurtenances to replace existing. 10. Connect the new booster pump station discharge header to the existing distribution system: furnish and install epoxy lined and coated piping and PVC C900 piping. 11. Remove existing chlorinators, chlorine scrubber and corresponding appurtenances. Furnish and install new sodium hypochlorite storage and feed system and appurtenances to replace existing. 12. Complete all paving and site improvements including, but not limited to: grading, concrete paving, asphalt paving, fencing, gates, driveway aprons, and drainage at the Main Street Facility. 13. Electrical and Instrumentation: furnish and install new electrical service, service entry, padmounted switch, transformer, main breaker, MCCs, VFDs, ATS, and related foundation, conduits, conductors, handholes and instrumentation equipment at the City s Main Street Facility, modify existing electrical and instrumentation equipment for the new water treatment systems. Instrumentation and control systems shall be integrated with the existing SCADA system. Each Bid shall be accompanied by one of the following: a certified or cashier's check, or bid bond in an amount not less than ten percent (10%) of the total bid price, payable to the Orange County Water District, as a guarantee that the Bidder, if its Bid is accepted, shall promptly execute the Agreement, furnish a satisfactory Faithful Performance Bond in an amount not less than one hundred percent (100%) of the total bid price, furnish a Labor and Material Bond in an amount not less than one hundred percent (100%) of the total bid price, and furnish certificates evidencing that the required insurance is in effect in the amounts set forth in the Insurance Conditions. The Faithful Performance Bond shall remain in full force and effect through the guarantee period as specified in the General Provisions. WAGE RATE: As required by Section 1773 of the California Labor Code, the Director of the Department of Industrial Relations of the State of California has determined the general prevailing rates of wages in the locality in which the Work is to be performed. The prevailing wage determinations are available at the following electronically. The Contractor and any subcontractor under it shall not pay less than the specified prevailing rates of wages to all workers employed in the execution of the Contract.
