Community Risk Assessment /Standards of Coverage Study

The consultant shall conduct a Community Risk Assessment/Standard of Cover analysis to formulate recommendations for appropriate staffing and deployment of firefighting and emergency medical service resources consistent with state and national best practices. The analysis shall include fire risk assessment data and analysis of the City’s downtown district, strip commercial occupancies, big-box occupancies, high-rise structures, industrial processing, institutional properties and Wildland Urban Interface zones. The study should generally align with recommendations of the August 2019 Administrative and Operational report. The City will make available the results of the Operation Administrative Analysis document. The Standard of Cover shall include recommendations for the station locations and an effective deployment model. The comprehensive deployment study shall be based on relevant data analysis utilizing National Standards as well as the Department’s established performance measures. The study shall include: a. Analysis of emergency incidents b. Mutual aid c. Civilian and firefighter injuries d. Property loss e. Geographic incident patterns f. Unit workload g. Station locations h. Response times
