Description

The City of College Station is soliciting Requests for Interest (RFI's) from firms which are interested and qualified to develop an affordable senior or family development within the City. It is the intent of the City of College Station to select one or more developers to accomplish a successful development as outlined in this Request for Interest. Developers must have successful affordable housing development experience, preferable within the local housing market area. This Request for Interest (RFI) may lead to one or more of the following outcomes: o Direct negotiations with a respondent to this RFI; o A request for additional information from RFI respondents; o The issuance of a Request from Proposals (RFP) to one or more respondent; o The issuance of an RFP open to all potential respondents; or o Termination of this solicitation process without the selection of a respondent or issuance of an RFP. The City is seeking statements of interest from for-profit and non-profit developers for projects that create affordable rental housing for low-income households in the City. The City of College Station invites all interested and qualified firms to submit a statement of interest in regard to the development of affordable housing within the city. The City will consider support of one or more proposals for 9% Housing Tax Credits through the Texas Department of Housing and Community Affairs (TDHCA) in 2023. The Low Income Housing Tax Credit (LIHTC) program in the State of Texas is administered by TDHCA. The City of College Station has no responsibility for application approval for LIHTC projects or for the administration of the LIHTC program. The City will consider support of a project with Community Development Block Grant (CDBG) funds and/or HOME Investment Partnership Program Funds. These funds could be used to support acquisition or infrastructure, new construction with HOME funds only, and/or other CDBG or HOME-eligible expenses related to the development of affordable housing The Statement of Interest submittal should include but not limited to the following information: o The name of the interested firm. o The appropriate point of contact with their respective contact information. o The respondent's conceptual design and/or narrative description of the proposed development, including preliminary cost estimates, schedules, public involvement, etc. o Demonstration of the firm's capability to finance the proposed development or examples of similar developments the firm is directly responsible for.
