Description | The Laconia Public Works Department is requesting sealed bids for the 2023 Roadway and Sidewalk Improvements.Please direct any questions regarding this Bid Conditions to: Gina Roy at 603-524-3877 ext. 151 or by email to groy@laconianh.gov It is the City's desire and intention to award the entire roadway improvement project herein to one contractor. The City reserves the right to add or delete streets in any of the described work items, to modify proposed items of work and quantities of work within any subsection, to waive any formalities or informalities in bidding to accept the bid(s) considered to be in the best interest of the City, and to reject any and all bids. Funding from current appropriation will allow initiation of construction during the fiscal year. We anticipate additional funds, effective July 1, 2023, to allow accomplishment of the remaining scope of described work. However, this work is contingent upon City funding. Subject to funding, agreeable terms between the contractor and the Public Works Director, and the discretion of the City Manager, this contract may be extended up to three (3) additional consecutive one (1) year terms. 5% of bid in the form of a certified check drawn upon a bank within the State of New Hampshire or a bid bond executed by a surety company authorized to do business in New Hampshire, made payable to the Owner. Each BID must be accompanied by a bid bond payable to the Owner for 5 percent of the total amount of the BID. As soon as the bid prices have been compared, the Owner will return the bonds except the three (3) lowest responsible bidders. When the Agreement is executed, the bonds of the two (2) remaining unsuccessful bidders will be returned. The Bid Bond of the successful bidders will be retained until the Payment Bond and the Performance Bond have been executed and approved, after which it will be returned. A certified check may be used in lieu of a Bid Bond. A Performance Bond and a Payment Bond, each in the amount of 100 percent of the contract price, with a corporate surety approved by the Owner, will be required for the faithful performance of the contract. The successful bidder must furnish a 100% Performance Bond and a 100% Payment Bond and will be required to execute the Contract Agreement within seven (7) days following notification of the acceptance of the bid. The Owner reserves the right to reject any or all bids, to accept any bid, to waive any informality on bids received, and to omit any item or items deemed advisable for the best interests of the Owner. The Owner reserves the sole right, at the Owner's sole discretion, to substitute a Letter of Credit in place of the above-referenced bonds. Said Letter shall be in a form and drawn upon a bank acceptable to the Owner. The Contractor shall commence work under this contract on or before a date to be specified in the Notice to Proceed, which is anticipated to be April 17, 2023. Work should be completed by November 3, 2023. The Contractor shall not be allowed to work between November 3, 2023 and April 17, 2024 without prior approval of Owner. Each bidder is responsible for inspecting the site and for reading and being thoroughly familiar with the Contract Documents. The failure or omission of any bidder to do any of the foregoing shall in no way relieve any bidder from any obligation in respect to his bid. The low bidder shall supply the names and addresses of major material suppliers and subcontractors when requested to do so by the Owner. Contractors, employed directly or indirectly on the contract work, must be approved by the Owner. The prime contractor's organization shall perform work amounting to not less than 50 percent of the total bid amount. The Owner is the City of Laconia, Department of Public Works, 27 Bisson Avenue, Laconia, New Hampshire 03246. Contracts for work under this proposal will obligate the contractors and subcontractors not to discriminate in employment practices. |
