AMENDMENT 0001 DATED 29 JULY 2022 - Extend the Phase I proposal submission deadline from 11AM ET on 15 August 2022 to 11AM on 25 August 2022. Provide Request for Information (RFIs) Questions and Responses. Provide sections of the Draft Request for Proposal (RFP) Package (attachment) to support the Phase I proposal submission. The proposed procurement is Full and OPen Competition (Unrestricted); NAICS 236210, Industrial Building Construction, with a size standard of $39.5M. Project Description: The U.S. Army Corps of Engineers, Baltimore District has a requirement from the USAMRIID in executing the construction of the repair by replacement of the Steam Sterilization Plant (SSP) at Fort Detrick, Maryland to provide an Effluent Decontamination System (EDS) in Building 8100 to thermally process effluent waste from an existing Bio-Safety Laboratory (BSL)-3 and -4 level. The magnitude of construction is between $25,000,000 and $100,000,000. Construction duration is approximately 913 calendar days from Notice to Proceed. Additional information in accordance with the statment of work is including the Request for Proposal document. This procurement is a firm-fixed price Design-Build (DB) construction contract utilizing the two (2)-phase best value tradeoff process. An award will be made to the offeror whose proposal is determined to be the best value to the Government considering the evaluation factors. Proposals for Phase I are due on the 15 August 2022. Vendors must be registered with the System for Award Management (SAM) database to receive a Government contract award.
