Project Description: The U.S. Army Corps of Engineers, Baltimore District has a requirement from the USAMRIID in executing the construction of the repair by replacement of the Steam Sterilization Plant (SSP) at Fort Detrick, Maryland to provide an Effluent Decontamination System (EDS) in Building 8100 to thermally process effluent waste from an existing Bio-Safety Laboratory (BSL)-3 and -4 level. The magnitude of construction is between $25,000,000 and $100,000,000. Construction duration is approximately 913 calendar days from Notice to Proceed. Additional information in accordance with the statment of work is including the Request for Proposal document. This procurement is a firm-fixed price Design-Build (DB) construction contract utilizing the two (2)-phase best value tradeoff process. An award will be made to the offeror whose proposal is determined to be the best value to the Government considering the evaluation factors. Proposals for Phase I are due on the 15 August 2022.
