Contractor Awarded Address: Los Lunas, NM 87031 USA Base and All Options Value (Total Contract Value): $456961.96 Solicitation Number: 47PH0622R0014 Notice Type: Presolicitation TITLE OF PROJECT: 70160 GSA Roof Replacement Synopsis: The General Services Administration, Public Buildings Service is seeking a construction contractor to furnish all labor, tools, materials, equipment, supplies and supervision to roof replacement of the Pete V. Domenici Federal Courthouse, 333 Lomas Blvd NW, Albuquerque, NM 87102, Location: 7th Floor Roof. The work of the project is defined by the contract documents and consists of the following: The primary objective of this contract is to extend the extendable warranty period of the existing roof coating system at the seventh-floor roof which also includes penthouse and atrium roof areas. The magnitude for this project is between $250,000 and $500,000. The firm must be a General Construction firm under NAICS: 238160, size standard: $16.5 million. It is anticipated that this project will take approximately 125 calendar days from notice to proceed. Award of any resulting procurement will be based on best value to the government methodology. The offeror shall obtain any and all necessary licenses or permits required to perform this work in the State of New Mexico. This procurement is set aside for SERVICE-DISABLE VETERAN OWNED SMALL BUSINESS firms. The procurement is subject to availability of funds. Offers from other businesses including large businesses will not be considered. TENTATIVE DATES: The solicitation issue date will be on or about May 02, 2022. This solicitation will be restricted to Service-Disabled Veteran Owned Small Business (SDVOSB) firms. The proposal due date will be on or about June 09, 2022. The date for a pre-proposal conference will be established and posted as part of the Solicitation package. Attendance at this conference is vital to the preparation of a competitive and cost-effective proposal and to understanding the total result desired by the Government. Failure to attend this meeting may not be used as an excuse for omissions and miscalculations in offers. Prospective contractors will be responsible for downloading the solicitation and support documents from SAM website at www.sam.gov and monitoring the website for amendments, if any, to the solicitation. Once reviewed by the Contracting Officer listed on this notice an email request will be sent authorizing vendor access. All prospective offerors are required to use the System for Award Management www.sam.gov for registering their firm and completing representations and certifications. PROCEDURES FOR AWARD: A solicitation will be issued requesting both written technical and price proposals. Offers will first be evaluated on technical capability. Those offers found to be technically acceptable will then be evaluated on price. The technically acceptable offeror with the lowest evaluated price will win the award after all responsibility determinations are verified. For this procurement technical capability is approximately equal to cost or price. The Government intends to award without discussions but reserves the right to hold discussions if determined necessary. PLAN AVAILABILITY: The solicitation will be available for electronic download at no charge from the System for Award Management website at www.sam.gov. AMENDMENTS TO SOLICITATION: It is the offeror's responsibility to monitor www.sam.gov for the release of any amendments. BONDING: Payment and performance bonds will be required 10 days after notice of award and may be submitted electronically. If the proposed price is over $150,000, a bid bond is required with your proposal. Class Deviation 2020-05 allows vendors and sureties to use electronic signatures in lieu of manual signatures due to the ongoing COVID-19 situation. SECURITY: Before employees are allowed to work under the anticipated contract, all personnel are required to pass a security check. Estimated Price Range The estimated price range for the Project is between $250.000.00 and $500,000.00 . I.F. FAR 52.228-1 Bid Guarantee (Sep 96) (a) Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid. (b) The bidder shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier's check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States. The Contracting Officer will return bid guarantees, other than bid bonds-- (1) To unsuccessful bidders as soon as practicable after the opening of bids; and (2) To the successful bidder upon execution of contractual documents and bonds (including any necessary coinsurance or reinsurance agreements), as required by the bid as accepted. (c) The amount of the bid guarantee shall be 20 percent of the bid price or $3,000,000, whichever is less. (d) If the successful bidder, upon acceptance of its bid by the Government within the period specified for acceptance, fails to execute all contractual documents or furnish executed bond(s) within 10 days after receipt of the forms by the bidder, the Contracting Officer may terminate the contract for default. (e) In the event the contract is terminated for default, the bidder is liable for any cost of acquiring the work that exceeds the amount of its bid, and the bid guarantee is available to offset the difference. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
