Description

1. The Town reserves the right to accept or reject any or all bids. 2. All streets to be paved shall be swept within 24 hours prior to paving. 3. A bonding emulsion shall be sprayed evenly across the street on existing or milled areas to be paved and no more than 30 minutes ahead of the paver. 4. Contractors to provide signs and traffic control in accordance with the MUTCD. 5. Traffic flow to be maintained as practical. 6. Pavement thickness listed per street. 7. An asphalt apron extending up to 10 feet from the edge of the paved surface, covering the entire width of the existing driveway shall be installed on all paved driveways in the project area. An asphalt apron extending up to 12 inches from the edge of the paved surface, covering the entire width of the existing driveway shall be installed on all non-paved driveways in the project area. This apron work to be included in the bid price. Driveways must be reasonably accessible the day paving work occurs. Apron finish work to be completed no more than 30 days after final road surface applied. The Selectboard, or their designee, has final say on all apron work. 8. Paving to be completed no later than October 10, 2022, unless specified differently in the street list. A penalty of $500 per day for every day after the deadline will be assessed to the contractor until the job is completed. 9. The Selectboard, or their designee, may add or delete streets to be paved as paving progresses. 10. Contractor to report daily to Selectboard, or their designee, total tons of asphalt spread to date by street. A minimum of 4 load tickets per day shall have a listing of the lbs. of each type of aggregate, lbs. of rap, and lbs. of liquid asphalt in the load. 11. Contractors are responsible for contacting Dig Safe prior to reclaim work. 12. Reclaim work to consist of grinding, compaction, fine grading to shape, and final compaction. See street specifications for special requirements. All effort shall be made by the contractor to prevent grindings from migrating on to resident’s lawns. The contractor shall be responsible for, and complete, any cleanup needed. Additional water needed for compaction is the responsibility of the contractor. Dust control is the responsibility of the Town Highway Dept. Base asphalt shall be applied as soon as practical after reclaiming. 13. Milling work to consist of grinding the existing asphalt to the depth specified in the street list, hauling the grindings to a stockpile, and sweeping the milled area prior to paving. Disposal of the grindings are the responsibility of the contractor. The Town reserves the right to accept some or all grindings for its use. 14. Lap Joints: A strip 1” deep minimum and 36” wide minimum shall be milled the width of the roadway or at intersections where needed to avoid lap joints. Grindings shall be removed by the contractor from the job site or used as shoulder material if needed. 15. Butt Joints: Where reclaiming is done, the adjoining asphalt shall be milled to a minimum depth of 1 ½” and 36” wide to facilitate the top coat of asphalt meeting the old asphalt as an overlay and not a butt joint. The milled area shall have emulsion applied at the time of paving. Contact the Road Commissioner should you have questions about this. 16. The Selectboard, or their designee, shall be notified when paving, milling or reclaiming is being done. Specifications continued 17. Paving bid to be by the ton in place, milling or reclaim work to be by the square yard and submitted on the form provided. Minimum quantities of asphalt per street are listed on the attached sheet. Quantities exceeded by more than 5% will not be paid for. Per ton bid shall be based on the VTRANS posted price for liquid asphalt for the month in which the bid is made. An asphalt price adjustment per Vtrans specifications will be made up or down when the posted price at the time of paving changes by more than 5%. A lump sum credit or debit will be issued for the difference. An outline of the contractor’s quality control program and proof of insurance shall be submitted with the bid. Asphalt plant and materials shall be made available for inspection before or during production of asphalt for town work if requested. 18. Questions should be directed to the Selectboard, or their designee at 802-773-8128 or 802-353-0540 19. All mix delivered shall be 50 blow mix. 20. Alternative paving technologies or changes to these specifications maybe submitted for consideration by the Selectboard or their designee. 21. Paving may start after May 9th, 2022, on those streets that are ready for pavement. Payments to contractor will be approved by the Selectboard no earlier than July 1st, 2022. Satisfactory completion of all paving is a prerequisite. Streets not meeting agreed upon specification will not be approved for payment until a resolution is agreed upon between the Town of Rutland and the contractor. 22. Liquid asphalt binder, emulsions, and paving procedures shall conform to all applicable Vtrans specifications except for RAP. RAP not to exceed 20% in any mix. 23. Any manhole risers that will be needed will be supplied by the Town. 24. The contractor on class 2 roads shall install temporary reflective pavement markers according to the MUTCD after the installation of the wear course or when the base course will be left for more than 48 hours. 25. Bid to be submitted in a sealed envelope marked “Paving Bid” and sent or hand delivered to Town Hall at 181 Business Route 4, Center Rutland, Vermont 05736 on or before 11 am, Friday April 15th, 2022. Bids will be opened and read aloud at Town Hall at 11:15 am on Friday April 15th ,2022. At this time, the bids will be prepared for Selectboard review. Winning bid may be awarded at the April 26th, 2022, Selectboard meeting. The Town’s web site will have meeting information. Paving List 26. East Pittsford Road OPTION 1: Starting at Tamarack Lane intersection and continuing East to the new patch. Shim ¾” with 3/8 HMA. 1” top with 3/8 HMA. 27. East Pittsford Road OPTION 2: Starting at Tamarack Lane intersection and continuing East to the new patch. Reclaim and pave with 2.5” of Type II. Top with 1.5” of Type III. 28. Quarterline Road Section 1: Starting at Campbell Road continuing to the edge of the bridge. Reclaim and pave with 2.5” of Type II. Top with 1.5” of Type III. 29. Quarterline Road Section 2: Starting at the bridge and ending at the 4-way intersection. Shim ¾” with 3/8 HMA. 1” top with 3/8 HMA. 30. Annette Terrace: Starting at intersection with Post Road and ending at the intersection with Gloria Avenue. Shim ¾” with 3/8 HMA. 1” top with 3/8 HMA. 31. Gloria Avenue: Starting at the intersection with Annette Terrace and paving the entire roadway up to the intersection with Blue Ridge Drive. Shim ¾” with 3/8 HMA. 1” top with 3/8 HMA. 32. Cheney Hill Lane: Starting at the intersection with Pinnacle Ridge Road and proceeding to the end of the cul-de-sac. Shim ¾” with 3/8 HMA. 1” top with 3/8 HMA. Shape Cul-de-sac to allow runoff to exit the northern edge of the roadway between house #108 and #109. 33. Town Line Road: Starting at the intersection of Gleason Road and ending at the intersection of Killington Avenue. Reclaim the entire existing paved surface. Pave base with 2.5” of Type II compacted to a depth of ¾”. Top with 1.5” of Type III. Town Line Road paving can only be started AFTER the planned Moon Brook culvert replacement in the area of 1128 Town Line Road is complete. Successful bidder may coordinate with Fabian Excavating on their anticipated completion date.
