Description | to have prepared a plan for the town center/ downtown area that will foster an equitable, thriving, and welcoming community for all, today and in the future. To achieve this City vision, the plan must take a holistic approach across all community priorities, strengthen environmental sustainability and resilience, promote community engagement and cross-sector partnerships, pioneer innovative solutions, and define success with measurable outcomes, as identified in the 2020 Strategic Plan. The primary objective of the plan will be to build upon predetermined goals of the 2020 Strategic Plan, with input from all stakeholders, and develop those goals into a “living” concept and a strategic implementation plan where Downtown is the focal point. The plan seeks to support thecity vision to focus on stimulating economic growth in the downtown area while addressing safety, noise, and the unhoused population; create visually aesthetic placemaking to enhance historic character and unique identity; balance land use patterns with human-centered design; and promote transportation enhancements and safety. The planned enhancements will improve connectivity between Downtown, the surrounding residential neighborhoods, and Agnes Scott College. Evaluation of the existing infrastructure and development of likely improvements should produce recommendations for future investment that support ARC’s Livable Centers Initiative (LCI), in which the City of Decatur participates. While the City of Decatur has not been awarded LCI funds for consulting services for this plan, the submitting firms must demonstrate their knowledge of LCI implementation projects. The plan will guide and support downtown revitalization and redevelopment efforts, providing the foundation, detailed strategic implementation plan, and direction for years to come. |
