Description

Oglala Sioux Rural Water Supply System (OSRWSS) South Coreline Surge Mitigation Improvements For the purpose of furnishing all materials, labor, equipment, and skill required for the construction of the new Surge Mitigation Improvements, and incidental items, for said owner, as is more fully described and set forth in the Plans and Specifications which are on file at the office of the Engineer. A general overview of the scope of work is as follows: Base Bid - General, Civil, Structural, Process, and Electric for the Surge Mitigation Improvements: Work generally consists of installation of a 1,200 sf building expansion with two 5,000 gallon hydropneumatic surge control tank systems, piping, and appurtenances; including wiring and equipment for power supply, lighting, unit heaters, controls, communications, all site work including concrete, asphalt, site restoration, and seeding. Work also consists of replacement of four 500 HP pump motor soft starts with variable frequency drives and air conditioning improvements to an existing electrical room. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form. Bids shall be submitted on the Bid Forms provided and in accordance with the Bidding Documents. No bids will be considered unless sealed and filed at the Owner, OSRWSS. Each bid shall be accompanied by a separate envelope containing bid security and other requirements of the bid, in an opaque envelope, which shall be plainly marked with the project title and the name and address of the Bidder. Bids security in the amount of 10% of the amount of the bid in the form of a Bid Bond or in the amount of 5% of the amount of the bid in the form of a cashiers check must accompany each bid in accordance with the Instruction to Bidders. Bid security of the three lowest Bidders will be retained until the contract has been awarded and executed, but not longer than sixty (60) days from the date of the bid opening. The successful Bidder, and all subcontractors, are required to provide evidence of a valid Oglala Sioux Tribal business license. The successful Bidder is responsible for payment of all required Tribal and State of South Dakota fees, sales tax, and usage tax as described in the contract documents. The successful Bidder is required to meet all requirements of the Bureau of Reclamation (BoR) Supplemental Provisions as described in the contact documents. Included in the BoR Supplemental Provisions are the requirements; of Executive Order 11375 regarding equal opportunity employment, requirements of the Davis-Bacon wage act, the buy American provisions of Section 501 of the Energy and Water Development Appropriations Act, and other requirements fully described in the contract documents. The Owner reserves the right to reject any and all bids and to waive any irregularities or informalities therein and to award the Contract in the best interests of the Owner.
