Description

The project generally consists of providing new water mains and water services with associated fittings, valves and hydrants, and abandoning two existing water mains in-place, as shown on the project plans and detailed in the technical specifications. Provide 12,000 LF of ductile iron pipe water main, 12-inch and smaller, 125 LF of steel water main installed on an existing bridge, 3 pressure reducing valve stations, 7 fire hydrants and 77 water services. Provide traffic control during the work and repaving of the streets. Bidders are expected to be familiar with the work areas prior to bidding; Bidders are encouraged to tour the project work areas prior to attending the pre-bid. The contract time is hereby established as 365 calendar days. The contract time shall be consecutive calendar days from the date of receipt of the Notice to Proceed. Time extensions will be granted for material delivery delays outside the Contractors control. The Bidder to whom the award is made will be required to submit a payment bond and a performance bond, each in a principal amount not less than one hundred percent (100%) of the total Contract Price. Bid security or a bid guaranty bond, in an amount not less than ten percent (10%) of the Total Bid amount, is required to be submitted with the Bid. The successful Bidder shall execute the Contract Agreement within ten (10) workdays after the date of the Notice of Award. The successful Bidder shall furnish insurance in accordance with the Contract Documents before execution of the Contract Agreement. The required insurance includes, but is not limited to, Contractors Installation All Risk Insurance covering the value of the Work and all materials and equipment to be incorporated therein while at the site and during inland transit insuring the replacement value, subject to a deductible not to exceed $5,000 for any single loss. This insurance shall also contain an insurers waiver of subrogation against SLVWD, and it shall specifically cover losses due to earthquake and flooding. SLVWD may withhold issuance of the Notice to Proceed for a period not to exceed sixty (60) calendar days after the date the Contract Agreement is executed. In accordance with Section 22300 of the State of California Public Contract Code, the Contractor, at his request and expense, will be permitted to substitute equivalent securities for any monies withheld to ensure performance. Upon satisfactory completion of the Contract, the Contractor shall receive from the escrow agent all securities, interest, and payments received by the escrow agent from SLVWD, pursuant to the terms of Section 22300. Refer to applicable portions of the Escrow Agreement (Section 00630) for Security Deposits in Lieu of Performance Retention included with the Contract Documents. The Contractor shall be the beneficial owner of any securities substituted for moneys withheld and shall receive any interest thereon. Pursuant to Sections 1770 et seq. of the State of California Labor Code, the successful bidder shall pay not less than the prevailing rate of per diem wages as determined by the Director of the Department of Industrial Relations. SLVWD has obtained the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the contract from the Director of the Department of Industrial Relations. These rates are on file at SLVWD located at 13060 CA-9, Boulder Creek, California, 95006 or may be obtained from the State of California, Division of Labor Statistics and Research at (415) 557-0561. Copies may be obtained on request. A copy of these rates shall be posted at the job site. No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725. No contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. SLVWD reserves the right to reject any and all bids. Question Deadline: 12/19/2022 at 5:00 PM PT Requests for interpretation of the Contract Documents shall be submitted to Josh Wolff at SLVWD in writing to jwolff@slvwd.com. SLVWD will release a final response to requests for interpretation no later than December 21, 2022.
