Description | The project includes 0.42 miles of sidewalk rehabilitation along three (3) streets (High Street, Russell Street, and Washington Street), in Bath. Work includes new pavement, gravel, loam, seed, mulch, and bark mulch as well as sections of new and reused granite curb and other incidental work. Work along High Street, and Russell Street shall be substantially completed by the start of the 2023 school year (tentatively scheduled for August 30, 2023). For the purposes of this project, the term substantially completed includes but is not limited to having all excavation, drainage, gravel, base pavement, curb, and sidewalk pavement work completed Bid security in the amount of 5 percent of the Bid must accompany the Bid in accordance with the Instructions to Bidders. The City of Bath reserves the right to reject any or all bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional bids. The City of Bath further reserves the right to reject the bid of any bidder whom it finds, after reasonable inquiry and evaluation, to not be eligible or responsible. The City of Bath may also reject the bid of any bidder if the City believes that it would not be in the best interest of the City or the public to make an award to that bidder. The City of Bath also reserves the right to waive all informalities not involving price, time, or changes in the work and to negotiate contract terms with the successful bidder. All work in the project will be completed by September 29, 2023. For security and other reasons, all Bid Packages which are mailed, shall be provided in double (one envelope inside the other) envelopes. The Inner Envelope shall have the following information provided on it: Bid Enclosed - Do Not Open PIN: Town: Date of Bid Opening: Name of Contractor with mailing address and telephone number: In Addition to the usual address information, the Outer Envelope should have written or typed on it: Double Envelope: Bid Enclosed PIN: Town: Date of Bid Opening: Name of Contractor: This should not be much of a change for those of you who use Federal Express or similar services. Hand-carried Bids may be in one envelope as before, and should be marked with the following information: Bid Enclosed: Do Not Open PIN: Town: Name of Contractor: Please use the attached "Request for Information" form when submitting questions concerning specific Contracts that have been advertised for Bid, include additional numbered pages as required. RFI's shall be submitted via e-mail to Lee Leiner at LLeiner@CityofBath.com and Jared Winchenbach at JWinchenbach@GorrillPalmer.com. General questions may be directed to Jared Winchenbach, P.E. at (207) 772-2515 x224. Bidders shall not contact anyone else for clarification of contract provisions. Questions received after 12:00pm (noon) on Friday, May 19, 2023, will not be answered. Answers (to the questions received by the deadline) will be sent out by the Municipality of Bath or Gorrill Palmer Consulting Engineers by close of business on Monday, May 22, 2023. The City of Bath would like to request that the work along High Street, and Russell Street be substantially completed by the start of the 2023 school year (tentatively scheduled for August 30, 2023). For the purposes of this project, the term substantially completed includes but is not limited to having all excavation, drainage, gravel, base pavement, curb, and sidewalk pavement work completed. If this work is not completed by the date noted above, the Contractor will be asked to provide additional signage and guidance to ensure that students are provided SAFE access around the work zone from 7:30am to 8:30am (students way to school) and from 1:30pm to 3:00pm (students way home) until the project is completed. o Additional signage, barricades, personnel, and anything else required to provide pedestrians safe access around the work zone (as noted above) shall not be paid for separately but should be considered incidental to the project. The specified contract completion date for all work within the contract is Friday. September 29, 2023. |
