Description

The Cadet Field House (Field House) provides direct support to the United States Air Force Academy (USAFA) four pillars - Academics, Military, Athletics, and Character Development. The Field House provides the athletic training platform for the 4000+ Cadets assigned to USAFA. Athletic training, conditioning and competition are core components of the development of commissioned officers for the Air Force. The second lieutenants leaving the Air Force Academy each May are foundational to the Air Force, the Air Force mission and defense of the nation. The Field House is one of two primary facilities available to cadets for 10 mandatory physical education (PE) courses or 5 PE credits required to qualify for graduation. In this capacity, the Field House plays a vital role in USAFA scholastic accreditation and compliance with National Collegiate Athletic Association (NCAA) Division I standards. In addition, the Field House is a vital and key facility for USAFA in fulfilling commitments to the Mountain West Athletic Conference. The Mountain West Athletic Conference affiliation requires USAFA to provide NCAA approved facilities for varsity men's and women's basketball, track and ice hockey. All are provided by the Field House. The Clune basketball arena seats approximately 6,000, the hockey arena seats approximately 2,500 and the multipurpose arena seats approximately 1,000. The facility is also the backup location for the cadet graduation should weather conditions not allow graduation to be held at the Falcon Football Stadium. The repair of the Field House is programmed for three distinct phases. Upon completion of the final phase, all major components inside and outside of the facility will have been renovated. Phasing of the work at the Field House is critical to success of the project(s). Portions of the Field House must remain in operation during periods of work to accommodate both NCAA activities, intermurals and PE classes. Phasing of the repairs was determined in conjunction with the Athletic Department to limit disruptions to Field House activities, including but not limited to basketball games, hockey games, track events, Parents Weekend, Graduation, and summer sports camps. Additionally, considerations had to be made to limit disruptions to permanent party offices. A Value Engineering Study completed by USACE in 2016 further evaluated constructibility of each phase, resulting in the final phasing of the repairs. Each phase will result in a complete and usable facility. Completion of the project will support compliance with the rigorous athletic training to include NCAA Division I standards. The Air Force Academy's purpose is developing women and men to lead as officers in the United States Air Force. USAFA focuses efforts on producing leaders of character - officers who, above all, exemplify the Air Force's core values of Integrity First, Service Before Self and Excellence In All We Do. Building on the foundation of integrity, USAFA forges cadets, through academic, military and athletic training, into resilient, innovative airmen, who understand and appreciate the full spectrum application of airpower in air, space and cyberspace and are able to operate and lead in the most challenging environments. This project to repair and renovate the Field House supports the athletic training to provide the next generation of Air Force leaders with the best available facilities. The mission of the USAFA Athletic Department is to "Provide a world class environment to prepare and motivate leaders of character through athletic training, testing and competition." GENERAL CONTRACTOR This solicitation is unrestricted and open to both large and small business participation. 1.2 ESTIMATED CONSTRUCTION COST The estimated construction cost of this project is between $50,000,000 and $70,000,000. 1.3 SUBMISSION, MODIFICATION, REVISION, AND WITHDRAWAL OF PROPOSALS See FAR 52.215-1 INSTRUCTIONS TO OFFERORS-COMPETITIVE ACQUISTION, subparagraph "(c) Submission, modification, revision, and withdrawal of proposals," for acceptable methods.
