Description

The Maryland Department of Juvenile Services, an Executive Department of the State of Maryland, hereinafter called "the Department," "Juvenile Services," or "DJS," is soliciting Bids for a contractor to perform an onsite build of a 24' X 30' building shell to be used for Career, Research and Development programs at Green Ridge Youth Center. This is a Small Business Reserve procurement for which award is limited to certified small business vendors. Only businesses that meet the requirements set forth in State Finance and Procurement Article, 14-501 - 14-505, Annotated Code of Maryland, and who are registered with the epartment of General Services Small Business Reserve Program are eligible for award. The Contract award will be made under the appropriate COMAR Procurement Regulation. If you have any questions pertaining to this project, please submit them in writing to the Robert P. Gay, Procurement Officer as soon as possible via email at Robert.gay@maryland.gov . The e-mail submission subject line shall state the "IFB 23-MX-GR-002 Bid Submission". The body of the email shall contain the Name and Phone Number of the Contact for the IFB Bid Document. The Procurement Officer will contact all contractors that submitted a timely bid immediately after the Noon closing time for the document password, if needed. The Bidder's Contact shall provide the password to the Procurement Officer upon request or their Bid may be determined non-responsive. A bid summary will be issued ASAP. Late bids shall not be accepted. Minority Business Enterprises (MBE's) and small businesses are encouraged to respond to this solicitation as a primary Contractor and are encouraged to obtain certification. This project consists of the Contractor providing all labor, equipment, materials, supplies, insurance, licenses and permits, etc. necessary to perform an onsite build of a 24' X 30' building shell to be used for Career, Research and Development programs. The area is located at the State of Maryland, Department of Juvenile Services, Green Ridge Youth Center, Flintstone, MD 21530. Work associated with delivery and installation of building shall include but not be limited to the following: 1. Contractor to build on site a 24' X 30' wood frame building. 2. Flooring shall be pine 2 x 4 floor joist construction on 16" centers. 3/4 plywood over the joist, 1/2 ' treated plywood under joist. R-11 insulation between each joist over entire floor. The joist will be resting on 10 treated 4" x 4" boards spaced evenly. They will be left in place as part of floor construction design. 3. Walls shall be pine 2" x 6" boards on 16" centers. Walls shall be 8' high. Wall exterior will be covered entirely with Dura Temp T-111 panels or approved equal. Exterior shall be painted with Sherwin Williams Satin Resilience Exterior grade paint or approved equal. 4. Three windows opening shall be framed in on exterior walls. Rough openings will need to be designed to accommodate 3' wide; 4' high windows. Locations to be determined. Windows will be furnished and installed by others. 5. Two rough openings 36" wide standard height door openings will be incorporated in walls. Locations to be determined. Doors will be furnished and installed by others. 6. Roof truss system will be engineered and constructed on 16" centers to meet Allegany County snow load code. Roof sheeting will be 5/8 OSB wood covered in roofing felt paper. Shingles will be nailed down not stapled. Shingles will be Certainteed 30 year architectural color Brownwood or approved equal. Roof pitch will be 4 / 12. 7. Soffit will be vinyl and fascia will be aluminum and straight and free of gaps and spaces to prevent wild life from entering interior of structure. 8. Any material supplies or equipment not specifically mentioned but reasonably implied or necessary for the complete safe and satisfactory completion of the project shall be provided by the Contractor as if specified herein. Building is to be straight, level, plumb and square. 9. All materials supplies and equipment are subject to the inspection and approval of the DJS Project Manager. NOTE: Contractor shall verify measurements and calculate quantities for the purpose of submitting a bid. Brand name or equal specifications used in this solicitation are for the purpose of describing the standard of quality, performance, and a characteristic desired, and are not intended to limit or restrict competition. Any offer which proposes equal quality, design, or performance will be considered if the product offered is identified in the bid, including sufficient technical information, and is determined by the State to be an equal in all material respects to the brand name product referenced in the solicitation. QUALIFICATIONS OF CONTRACTOR 1. The Contractor shall have a minimum of three (5) years of experience performing work of similar nature. 2. The Contractor shall submit a list of similar projects that have been successfully completed. 3. The Contractor must also provide the state with a minimum (2) year workmanship guarantee. Failure to attend the pre-bid and site visit does not relieve the successful Bidder from the obligation to comply with all aspects of this Bid package for the amount specified in the bid MBE Participation Goal: 0% VSBE Participation Goal: 0%
