Description

WORK SUMMARY: All work for this Project will be under a single prime contract with the Owner, based on Bids received as defined and set forth in the Project Manual and Contract Documents. Work to be performed shall include furnishing all labor, services, materials, insurance, and equipment for the demolition and disposal of on-site structures, utilities, and other site improvements, excavation and disposal of below-grade improvements, backfill, compaction, and restoration of the Former Fulton County Jail Project Site. All prospective sub-contractors, vendors, supplier, minority or women owned enterprises and other interested parties are encouraged to attend as well. A site visit will follow the Pre-Bid conference. Each Bidder is responsible for inspecting the Project Site and for reading and being thoroughly familiar with the Contract Documents and Specifications. The failure or omission of any Bidder to do any of the forgoing shall in no way relieve any Bidder from any obligation with respect to its Bid. The Bidder must show or be able to demonstrate to the satisfaction of the Fulton County that the Bidder possesses the ability and capacity to successfully complete the Project through the satisfactory past performance of work of a similar nature, size, and scope. The Bidder must have satisfactorily completed as a prime or general contractor (75% of contract value), a minimum of three (3) contracts of similar size, type (including demolition and site restoration), and complexity to the subject Contract within the past five (5) years. The combined contract value of the demolition and site restoration work on each project shall exceed $200,000.00. The work must have been completed skillfully in a satisfactory manner and on time. Bids must be submitted on the prescribed Contractor's Bid for Public Work contained in the Bidding Documents. All bids must be accompanied by a non-collusion affidavit, Form 96 of the State Board of Accounts. Each Bidder shall include a Certified Check or Bid Bond in the amount of not less than ten percent (10%) of the bid amount that shall be made payable to Fulton County, Indiana. An out-of-state contractor and/or subcontractor will be obligated to show proof that they are registered with the Indiana Secretary of State to conduct business in the State of Indiana. Each bid shall be submitted with one original and two duplicate documents in a sealed envelope clearly marked: BID ENCLOSED Former Fulton County Jail Demolition and Site Clearing Project Fulton County, Indiana Fulton County reserves the right to reject any and all bids or parts thereof, waive all informalities or irregularities in bid. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof. Any bid received after the time and date specified shall not be considered. No bid may be withdrawn after the scheduled closing time for receipt of bids for at least sixty (60) days. The successful Bidder will be required to furnish Contract Performance and Payment Bonds for 100% of their contract amount prior to execution of contracts. Bonds shall be maintained in accordance with IC 36-1-12-13.1 and 36-1-12-14. Bonds shall be in full force and effect for a period of at least 12 months after the date of Final Completion of the Contract. Pursuant to Indiana Code 22-5-1.7-11, the successful Contractor entering into a contract with Fulton County is required to enroll in and verify the work eligibility status of all its newly hired employees through the E-Verify program. Pursuant to Indiana Code 5-22-16.5, Fulton County may not contract with a person who is engaged in investment activities in Iran.
