Description | After Bids are opened, the Owner shall evaluate them in accordance with the methods and criteria set forth in the Instructions to Bidders. The Owner/City Council reserves the right to waive any informality or to reject any or all Bids. Unless all Bids are rejected, Award will be made to the lowest responsible and responsive Bidder, taking into consideration quality, performance and the time specified in the Bid Form for the performance of the Contract. No bid may be withdrawn for ninety (90) days after the scheduled closing time for bids. The Owner reserves the right to reject any or all bids and to waive informalities. The Project consists generally of the following major items: The Contractor, at its own proper cost and expense and with skill and diligence, shall furnish all labor, tools, materials, equipment, Architectural Drawings, Permitting and do all things necessary to complete the following awning projects at the Raleigh Performing Arts Center: Awning #1 Box Office in front of Memorial Auditorium. Current awning structure to be removed and replaced. New structure will match existing structures in front of Fletcher Theater and Meymandi Concert Hall, utilizing the samestyle, materials and color. Fabric Awning will be of equal quality to that used in the Fletcher and Meymandi awnings. Awning #2 Fletcher Theater Entrance. Replace architectural fabric awning on existing metal frame. Awning #3 Meymandi Concert Hall Entrance. Replace architectural fabric awning on existing metal frame. Awning #4 Administrative entrance on Wilmington St. Replace architectural fabric awning on existing metal frame. Add metal framing to remove the scalloped look. Awning #5 Fletcher Theater Stage Entrance. Replace architectural fabric awning on existing metal frame. Awning #6 Memorial Auditorium Stage Entrance. Replace architectural fabric awning on existing metal frame. Repair existing metal frame. Awning #7 Meymandi Concert Hall Stage Entrance. Replace architectural fabric awning on existing metal frame. Awning #8 Employee Entrance on Salisbury St. New awning structure and architectural fabric awning to be installed over employee entrance. Awning to resemble style of awning 5, 6, and 7, but scaled to fit Employee Entrance. Question regarding this solicitation should be directed to John Long, no later than 11:59 PM on January 6, 2023. The City reserves the right to reject any or all proposals and to waive informalities. Bidders will be required to show evidence that they are licensed to perform the work in the Bidding Documents as required by North Carolina General Statute, Chapter 87 and the Instruction to Bidders. Pursuant to General Statutes of North Carolina Sections 143-128.2 and 143-131, and in accordance with City policy, the City of Raleigh encourages and provides equal opportunity for certified Minority and Woman-Owned Business Enterprise (MWBE) businesses to participate in all aspects of the City's contracting and procurement programs to include Professional Services; Goods and Other Services; and Construction. The prime contractor will be required to identify participation of MWBE businesses in their Bid, and how that participation will be achieved. Furthermore, the City's goal is to contract or sub-contract fifteen percent (15%) of the contract amount to certified MWBEs on construction projects over $300,000, or with contracts that include $100,000 or more in state funding. Owner will authorize a contingency of 10% of the total bid (less tax and freight). |
