Description

The City of Starke operates an extended air activated sludge plant with no primary clarifiers, which receives a daily flow of approximately 0.6 MGD with maximum flow of 0.98 MGD. The system consists of 2 parallel aeration basins with diffused air blowers followed by 2 clarifiers. The City of Starke operates solids handling via holding tanks and an aerobic digester. With this process, the City typically hauls 100,000 gallons per month of a 2% liquid sludge. The City of Starke is requesting bids to reduce biosolids production/wastage of solids from the wastewater treatment plant and to further biodegrade the residual biosolids in order to further reduce the quantity and improve the quality with the option to produce a Class A biosolids, if the City desires and the need to haul arises. On site pilot study using liquid microbes to evaluate sludge production reduction. Bidder must meet the following requirements: a. Must have 2 on site biofermentors; 1 for the main WWT plant and 1 for treating Lift Stations for FOG b. One-year operation experience in a wastewater treatment plant greater than 300,000 GPD c. Liquid microbes- minimum of 8000 lbs. per month d. Freight, labor and all materials to grow microbes included e. Microscopic analysis of floc structure, filamentous rating and viable counts with report 26 times per year f. Service visits at least 26 times per year g. 6+ months data showing no biosolids hauled and improved settleability or willingness to carry out a 6 month no cost demonstration h. Guarantee to reseed the aeration basin at Bidder cost up to once per year in the event that settleability due to ineffectiveness of the Program, excepting toxicity, spills or Acts of God
