Description | Transportation Region/Bureau: Southeast Region Solicitation ID: SE-02 Route : IH 041N County : 40 - Milwaukee County, 67 - Waukesha County Limit : Zoo, Mitchell & Moorland-hale Ics A Safety and Operational Needs Study is needed to evaluate corridor safety, capacity and operational needs, current asset condition and corridor needs thru 2050. The study will evaluate approximately 9.4 miles I-41/43 from Moorland Road to the Mitchell Interchange and approximately 4.5 miles of I-41 from the Zoo Interchange to the Hale Interchange in Milwaukee and Waukesha Counties. Increasing traffic volumes and freight movements are projected to result in moderate to severe traffic congestion on the corridor. The study will simulate existing and future no-build conditions to evaluate capacity and operational needs. Crash rates vary by location and will be considered when evaluating needed improvements. Pavement and bridge conditions will be coordinated with safety and capacity needs. The study will document needs for the corridor and make recommendations for future projects. Microsimulation modeling will simulate interactions between road users in existing and no-build model scenarios for the years 2030, 2040, and 2050 along the interstate system. The contract price will be based on an estimate of the selected consultants actual costs plus fixed fee. Actual costs will be defined as those costs allowable under the cost principles in Part 31 of Federal Acquisition Regulation (FAR). Consultant costs including indirect cost rates and cost accounting system will be subject to audit. Consultant firms that are unable to account for costs consistent with requirements of the FAR are not eligible to contract. Consultants selected will be required to either submit or have on file with WisDOT a Consultant Financial Report prior to contract execution. Information on the report may be found electronically. Advertised Fixed Fee %: 8.00 The fixed fee for this contract will apply an indirect cost factor of 150% to the consultants estimated direct labor, regardless of the consultant's actual indirect rate.
