The National Renewable Energy Laboratory (Alliance/NREL/Owner) intends to solicit competitive proposals from prequalified sources for a fixed price with award fee performance-based design-build subcontract for the design and construction of a multi-purpose laboratory, together with related infrastructure improvements, collectively referred to as the Research and Innovation Laboratory (RAIL).
