Description | Cal Poly is requesting Statements of Qualifications (SOQ) from interested qualified Design-Build General Contractors to provide design, preconstruction and design-build construction services for the Water Infrastructure Improvement Project. The delivery method for this Project is Collaborative Design-Build. This is a two-phased project delivery: Phase 1-Design & Pre-construction Services to define the Project; and Phase 2-Design-Build Construction Services to complete the design and construct the Project. There will be separate agreements for each phase. The Design-Build General Contractor will be selected on qualifications and proposed fees (a design competition is not utilized). PROJECT BACKGROUND: The 2035 Master Plan accounts for nearly 15,000 beds of student housing to accommodate the first and second year live-on requirements as well as maintaining housing for transfer and returning upper division students. To begin to meet this need, the University intends to design and construct three new student housing projects at the current North Mountain and K-1 parking sites and renovate six existing residential halls at the current South Mountain site. The University's 2020 Utility Master Plan describes how the infrastructure needs to be improved, including the water system, to meet the 2035 Master Plan. Presently, the water system cannot accommodate the future Housing projects, and it needs to be improved to meet the new demands. PROPOSED PROJECT ELEMENTS: The project includes: Design and construction of two new water storage tanks (1.1 MG total) and associated piping above K-1 Parking Lot. Demolish existing Reservoir #2. Design and construction a new Pump House #2 to accommodate the new water storage tanks. Multiple pumps with VFD's are desired. Demolish existing Pump House #2. Relocation of existing water line connecting the new Pump House #2 and the new water storage tanks. Remodel Pump House #1 to improve efficiency. PROPOSED PROJECT DELIVERY METHOD: The delivery method for this project is Collaborative Design-Build. The project will fully embrace the principles of collaboration and integrated project delivery that emphasizes a cooperative approach to problem-solving. The University expects the Collaborative Design-Build team, as part of the project team, to deliver this project by creating a culture of open and honest communication, utilizing team principles efficiently and effectively, and establishing a collaborative environment where the project team contributes its best efforts for the benefit of the project as a whole. SELECTION PROCESS: The University will use a phased approach to select the collaborative design-build general contractor team: the builder will be selected with an RFQ/RFP process, and then the University will work collaboratively with the selected builder to select the design architect/engineer, and subsequently, all other team members. This process selects the Collaborative Design-Builder on qualifications and proposed fees (a design competition is not utilized). REQUIRED QUALIFICATIONS OF THE PROPOSER The Design-Build General Contractor is required to be licensed in the state of California with a 'A' license and registered to bid public works with the California Department of Industrial Relations (DIR). All Respondents must be prequalified with the CSU oneday prior to the SOQ due date or their SOQ submission may not be reviewed.Each Respondent's prequalification rating must be greater than the amount listed in the Project Budget Section of this RFQ.
