Description | The project provides for the installation of a new two-lane bridge on Packer Lake Road over Salmon Creek 6 miles Northeast of Sierra City. Work consists of installation of a new two-lane bridge, earthwork, construction of Retaining walls, temporary and permanent erosion control concrete foundations, grading, roadway construction, in accordance with approved plans and specifications. In addition to the construction requirements, this project involves work in the Waters of the United States and wetland areas. The County has obtained the necessary 401, 404 and 1600 permits required for the project, copies of which are attached to this solicitation. The successful consultant will be required to ensure the contractors work is in compliance with the permit conditions. Selection of a Consultant will be in accordance with a Qualifications Based Selection process in determining which firm to hire. The consultant selection process begins with this Request for Proposal (RFP), in response to which, interested consulting firms shall submit a proposal. In the second step of the process, the proposals will be evaluated using the Selection Process Criteria outlined below. Highly ranked consultant teams may be selected for interviews. The County intends to begin the construction for the Packer Lake Road Bridge Replacement Over Salmon Creek in the Spring of 2023. The Project is Federally Funded; therefore, consultants need to comply with requirements of the Caltrans Local Assistance Procedures Manual (LAPM). Consistent with the Caltrans Annual Anticipated Disadvantaged Business Enterprise Participation Level (AADPL) for FY 2023; the County has established an overall DBE participation goal of 5.3% for this project. Consultant Represents and Warrants to County That It Has All Licenses, Permits, Qualifications, and Approvals of Whatsoever Nature Which Are Legally Required for Consultant to Practice Its Profession. Consultant Represents and Warrants to County That Consultant Shall, at Its Sole Cost and Expense, Keep in Effect or Obtain at All Times During the Term of This Agreement Any Licenses, Permits, and Approvals Which Are Legally Required for Consultant to Practice Its Profession at the Time the Services Are Performed.
