Description | Rebuilding Together Pittsburgh ("RTP") seeks qualified local contractors from a broad range of trades and specialties to submit Qualifications for a project known as the RTP McKeesport Housing Project, funded by the state Gaming Economic Development Tourism Fund (GEDTF) program, involving the renovation of owner-occupied homes in the City of McKeesport and elsewhere in Allegheny County. This project will provide home renovations for up to $25,000 per property for eligible homeowners. A separate advertisement soliciting qualified local contractors is being published on this date for another owner-occupied renovation project in McKeesport, known as the McKeesport Owner-Occupied Renovation Program and funded by the federal HOME Investments Partnership (HOME) program. Both projects, under the GEDTF and HOME programs, will collectively be referred to as "the Program". Interested firms may submit one proposal in response to either advertisement to be considered for both projects ("the Program"). Separate state and federal labor compliance forms will need to be completed and submitted with the proposal. Contractors will only be considered if they have a proven track record of success. For any property identified with the presence of lead-based paint where work would be performed according to the scope of work for that property, contractors and firms must also have received the necessary certifications through the contractor training provided by the Allegheny Lead- Safe Homes Program (ALSHP), or a similar training program in repairing lead hazards in homes, in order to submit a bid for that property. or more information on the ALSHIP contractor training, contact jennifer.saks@alleghenycounty.us. Minority, Women, Disadvantaged, and Veteran owned businesses ("MWDBE/VOSB Firms") are strongly encouraged to submit their Qualifications for the Program. To apply for the contractor pool for this Program, firms must contact Jennifer Fox at RTP at jfox@rtpittsburgh.org to receive the full RFQ and then respond by submitting their Qualifications. Compliance is required with Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60 -1.4); Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990; the Allegheny County MBE/WBE Program enacted July, 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise; and the Allegheny County Ordinance #6867-12, setting forth goals of 5 percent Veteran Owned Small Businesses The method of Contractor Selection has not been Determined at this time. |
