Description | Contract will begin January 1, 2023 for a term of two (2) years. City and Contractor may agree by mutual consensus to extend the contract for an additional three (3) year term without rebidding. 2) Contractor shall be considered an independent contractor and not a city employee. 3) Contractor to collect, gather, haul, and dispose of residential garbage and dispose of same by sanitary landfill methods set forth by the US and ND governments. 4) Bid shall be based on approximately 600 residential accounts and is limited to the city limits of Surrey, ND. 5) Every account residence must be picked up once a week. 6 ) Authorized containers must be provided. 7) Contractor must utilize a ND State Certified Landfill that meets all rules and regulations as set forth by the Unities States and North Dakota Governments. Contractor shall comply with all state, federal and local regulations for waste management, pollution controls, etc. 8) Individual billing to the residents shall be performed by the City and the City shall pay contractor for actual account on a monthly basis. 9) Contractor shall make services available to each commercial business and negotiate separately for hauling and disposal. Commercial accounts will be direct billed by the contractor and not collected by the City. 10) Contractor shall provide free garbage removal services to all organized churches. This would not include those providing daycare services. 11) Contractor will maintain insurance with a reputable insurer prior to beginning work and show proof of insurance to the City. City shall be named as an additional insured and City shall be entitled to notice in event of lapse. Minimum policy limits shall not be less than General Liability of $2,000,000 aggregate; $1,000,000 each occurrence and Automobile of $1,000,000 each person/each occurrence; $1,000,000 property damage liability. 12) Provisions shall be made for placement of garbage for convenient collection for the contractor. 13) City shall maintain an area for appliances, tires, brush, and trees, separately. 14) Contractor will provide and maintain suitable equipment for collection, transport and disposal of residential garbage. 15) Contractor will provide City with a list of the type and style of equipment that will be utilized. 16) Contractor will provide (1) compost roll off dumpster and (1) construction roll off dumpster to be located on property of city grounds and emptied as needed throughout the year. All Bids shall be contained in a sealed envelope plainly marked showing that such an envelope contains a Bid for the Contract. |
