Description | Submission should be divided into separate technical and cost proposals. The technical proposal should consist of seven (7) copies sealed and labeled "REPLACEMENT OF CLAY STREET BRIDGE OVER THE PASSAIC RIVER, BOROUGH OF EAST NEWARK, HUDSON COUNTY AND THE CITY OF NEWARK, ESSEX COUNTY". It should include the proposed methodology, sources, qualifications of the involved individuals and firm. Also seven (7) bound copies of a cost proposal should be submitted in a separate sealed envelope. The cost proposal shall include the total fee and project tasks summarized in table form with ASCE grades, manhours, manhour costs, manhours per task, total cost and total manhours and other necessary costs. Consultant selection will be based primarily on the qualifications of the firm, key staff assigned to the project and on the firm's ability to understand the purposes, goals and objectives of the project and establish appropriate work activities by task to produce recommendations needed. In order to judge a proposal, it should include: Qualifications shall be detailed in the proposal (for the consultant and its sub-consultants) in its own selection of the proposal and shall include a statement of qualifications, detailed experience and expertise, description of relevant projects, and resumes of key personnel. Resumes of each employee should be limited to no more than two pages each. This is a 100% federally funded project and all applicable federal and state laws/regulations will be applied. Proposals may be submitted in person or by courier service. Though proposals may be sent by courier service, the County takes no responsibility for the loss, non-delivery or physical condition of the proposals so sent. Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.3, et seq., and as such, contractors are exempt from the limitations on making political contributions under that law. Further, for that reason, as well as because of a language in the New Jersey's Annual Appropriations Act, refusal to disclose campaign contributions otherwise required by N.J.S.A. 19:44A-20.3 et seq. and 19:44A-20.25 et seq., will not adversely affect your consideration for award. The County reserves the right, in its sole judgment and in accordance with the law, to reject any Respondent that submits incomplete responses to this Request for Proposal or a proposal that is not responsive to the requirements of this Request for Proposal. The project is Federally funded and requires Emerging Small Business Enterprise (ESBE) participation as defined by 49 CFR Part 26. The ESBE goal requirement for this project is a minimum of 13.23% participation by New Jersey certified ESBE firms. The method of Contractor Selection has not been determined at this time. |
