Description

The Contractor shall provide all personnel, equipment, tools, materials, and supervision necessary to cut and remove ALL timber located at W10322 Willard Road, Willard Wisconsin 54493 in accordance with this SOW. Work is to be completed by 16 July 2021. 1. The locations of forest products designated for harvest and removal are described as follows: a. Timber Stand (TS) 1: Approximately one (1) acre b. TS2: Approximately ½ acre (See attached WR Forest Product removal PDF document for illustration) 2. Timber volumes are estimates a. The Government does not guarantee volume or quality of the marked or designated timber on the premises b. Only the timber designated for harvest and removal shall be cut whether it becomes more or less than the estimates stated. 3. Cutting, skidding, and removing timber within the yellow designated areas (approximately 1 ½ acres) as designated shall be accomplished within 5 days from start (unless weather does not permit completion). 4. All tree tops and brush shall be lopped and piled within the blue designated area located North of TS1. a. Contractor shall ensure debris pile does not enter the access land near the fence line 5. Whole tree harvesting is required. 6. Only incidental slash is permitted within the harvest areas. 7. Stumps shall be cut as low as possible a. Stumps with a diameter (top of stump) less than or equal to 20” shall be cut no higher than 12” above the ground. 8. Trash and refuse resulting from contractors operations shall be removed daily. a. No trash shall be burned, buried 9. Trucks hauling timber off site will be restricted to leaving through the primary access gate. 10. Log loading decks and equipment staging areas must be approved in advance by Volk Field CRTC. a. If conditions require that operations shall be halted for more than three (3) days all equipment must be removed from the installation or staged to an area prior approved by Volk Field CRTC. 11. No hazardous substance may be discharged onto the ground. This includes all petroleum products, waste oil, and lubricants (POLs). Any repair or maintenance which could result in leakage, spillage of POL’s, or any substance must be done in such a manner as to prevent it from entering any ditches or natural drainage. In the event of accidental spillage, the contractor will be required to report all spills to Volk Field ANG Environmental Manager, Daniel Gonnering, at 608-427-1441 during duty hours, or to onsite personnel who will relay information to Environmental Manager. Used POL’s and other hazardous material will be containerized and removed from the Installation by the Contractor. The Contractor shall bear the cost of clean-up of all spillage 12. Operations shall be halted immediately if soil is, or becomes excessively wet as evidenced by equipment creating ruts greater than 12” within the harvest area. a. Rutting in and around the loading decks shall not exceed 12”. 13. All existing roads, culverts, fences, and other infrastructure assets of the Government shall be left or returned to the same condition as prior to operation commencement. 14. All infrastructure damaged or destroyed by the contractor shall be returned or replaced at the Contractors expense. 15. All roadways shall remain passable at all times to public traffic. 16. All equipment and associated supplies shall be removed within two (2) days of completion for work.
