Description

This project involves the furnishing of all materials, labor, equipment, tools, etc. unless otherwise specified, for the complete installation of sidewalk, curb ramps, bus stop pads, pedestrian signals and crosswalks for the seven locations found within the Construction Plan documents. The Underutilized Business Enterprise (UBE) goals for this project are MBE 11% and WBE 7%. Bidders are responsible for filling out the required UBE Construction forms and including them in their bid package to be considered responsive. All inquiries, questions, requests for substitution, and/or clarifications must be submitted in writing via the email below according to the directions given in the Request for Approval of Substitution and in the Instructions to Bidders prior to 2:00 PM on January 26, 2023. Drawing and technical specification inquiries should be directed to Brian Welch, Timmons Group 919-532-3265 Brian.Welch@timmons.com Each bidder must be licensed under Chapter 87 of the North Carolina General Statutes. The City Council of the City of Durham reserves the right to reject any or all of the bids. All bids must include a noncollusion affidavit and other specified forms. All addenda will be posted to the City of Durham's Purchasing website. To ensure that all bidders using the most up to date notices, please contact Brian Welch via e-mail at Brian.Welch@timmons.com indicating your intention to prepare a bid for the project. Each bidder is advised that the work may be inspected and supervised by a Project Manager, Engineer or third party firm under the direction of the City of Durham. These appointees may also be involved in the identification of specific repair areas and the proposed method of repairs for the site work. A bid bond is required for this project. As-built surveys are required for this project. Bids shall be submitted under a condition of irrevocability, except as required by law, for a period of ninety (90) days after bid opening. The City of Durham reserves the right to accept or reject any or all bids. All work shall be Substantially Completed within one hundred fifty (260) calendar days of the anticipated Notice to Proceed between March 8, 2023 and May 1, 2023 with a fixed substantial completion date of January 16, 2024. A. The project is within the City of Durham limits. Most of the work is in NCDOT right-ofway. B. The contractor will be responsible for maintaining convenient access at driveways with incidental ABC stone for ramp-ups. Driveway vertical drop-offs must be limited to 1.5" or less. C. A pedestrian and traffic control plan will be required of the Contractor and will need to be followed closely. These plans will include using signs and traffic control devices to direct pedestrian and vehicular traffic conforming to Manual on Uniform Traffic Control Devices (MUTCD) and Americans with Disabilities Act (ADA) standards. D. A subsurface utility investigation will be required at Location 1, specifically at the crossing of storm pipe 4-1 to 4-2. Two existing underground fiber optic (UFO) lines cross underneath proposed storm pipe. Contractor shall coordinate with utility owner prior to construction to determine depth and potential need for relocation. Contractor shall begin this investigation with overall project NTP. It is the contractor's responsibility to provide two weeks' notice to utility owner if utility needs relocation. E. Locations 3 and 4 are located adjacent to school property. Contractor shall not begin construction at these locations until after last day of school. Contractor to notify Project Manager prior to beginning work at these locations. F. Contractor shall stage work outside of the existing travel way to the best of their ability. G. Contractor shall give advanced notice (1 week) to adjacent property owners prior to beginning construction at select location.
