Description | Bids will be received for a Single Overall Contract, where the entire project will be executed by a single firm with undivided responsibility for performance and other requirements. The contract will be awarded as an "open-ended contract" the max numbers used in the proposal are purely for the determination of a low bidder and since this is an open-ended bid the Borough reserves the right to order between 0 and the max, the quantities range from the following: Base Bid Construct 12 Unit Rectangular Rapid Flashing Beacon Assembly, 4 Unit Pedestrian Pushbutton Stub Poles, and 2 Unit BlinkStop flashing stop signs. The time of Completion for this project is 30 calendar days from the Notice to Proceed. Liquidated Damages for this project are at $500 per calendar day. The maintenance Guarantee for the project is 100% of the Project cost for 2 years from the acceptance of work. Bids must be prepared on the forms furnished with the specifications and must be enclosed in a sealed envelope. Bids must be plainly marked to indicate the name and address of the bidder and bear the word "Bid" upon the outside of the envelope. Bids may either be mailed or delivered in person. Mailed bids will be held and opened at the appropriate date and time. Bids received after the time for opening bids will be returned unopened. All bids must be accompanied by an electronic version in CD/DVD/ Flash Drive Form. The Borough reserves the right to reject any or all Bids for any and all causes as may be permissible in the Local Public Contracts Law. Pursuant to N.J.S.A. 34:11-56.37 and 34:11-56.38 of the "Prevailing Wage Act," no public works contract may be awarded to any contractor and subcontractors or to any firm, corporation or partnership in which they have an interest while on the Debarred Contractors List until the expiration date given. The proposal is being solicited through a fair and open process in accordance with the N.J.S.A. 19:44A-20.4 et seq. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq, and N.J.A.C. 17:27, which deal with Affirmative Action in relation to discrimination in connection with certain public contracts. All construction contracts equal to or greater than $1,000,000 must comply with N.J.A.C. 17:27-7.4. All bids must comply with the local Public Contract Laws, N.J.S.A. 40A:11-1 et seq.
