"There are currently 85 TCSD students that live on Gregory Lane in grades K-12," read the Jan. 12 letter to the town leadership. "It is too dangerous for students to walk to school on this narrow, winding road that serves numerous industrial purposes." Assistant Public Works Director Johnny Ziem said this week that the $8.5 million SPET project is fully funded and he hopes to start the design process as early as this summer, with an estimated completion in summer 2025."We have always had Gregory Lane set in fiscal year 2024," Ziem told the Jackson Hole Daily on Tuesday. "Hopefully in two years it will be completed. It will be a big project, and we'll maybe get 80% of the project finished in one construction season." The 2024 fiscal year starts July 1. In 2019, Jackson Town Manager Larry Pardee said the area along Gregory Lane was "one of the most distressed areas" in Jackson as he lobbied for the SPET ballot initiative to pass.Teton County School District No. 1 started asking the Jackson Town Council 10 years ago for upgrades to the heavily traveled area of town that feeds directly into some of the district's campuses. After one of the largest groups of SPET initiatives passed in 2019, the Gregory Lane project was ranked by the town. The school board, led by newly minted chair Bill Scarlett, wrote in the letter, "The Jackson Town Council chose to place this item as the Town Council's lowest priority of all town projects to be funded by the SPET." Ziem contended that there were several projects ahead of the Gregory Lane project as the SPET funds were being collected. Some of those projects included sidewalk construction and upgrades along high-traffic areas, including Rancher Street, Pearl Avenue and Gros Ventre Street, as well as the new Stilson transit center that was approved with federal grant money in 2020. "With all that being said, there is a fiscal capacity and a labor capacity," Ziem said of the timing of the project and the town's workload. "Then there is also a staff capacity. We have always set Gregory Lane on its own island because it's a complete road rebuild." Funding for this project is allotted in the city's capital improvement plan for construction Fy 2024.
