Description

Sealed bids for the Salishan Sanitary District Wastewater Treatment Facility 2023 WWTP Improvements project The estimated construction cost is $6.5 million to $7.5 Million. Pursuant to ORS 279C.370(2), within two (2) working hours of the Bid Closing all Bidders shall submit to the District a disclosure form as furnished with these bid documents identifying any first-tier subcontractors (those Entities that would be contracting directly with the prime contractor) that will be furnishing labor or materials on the Contract, if awarded, whose subcontract value would be equal to or greater than: Five percent of the total Contract Price, but at least $15,000, or $350,000 regardless of the percentage of the total Contract Price. Only bids for which a disclosure form and CWSRF Documentation has been submitted will be considered responsive. The scope of work consists of construction to convert the existing extended aeration wastewater treatment facility to a membrane bioreactor treatment process. Improvements include the addition of new screening, rehabilitation of the existing flow equalization and biosolids storage basins, demolition and reconstruction of the existing mechanical and control Buildings A and B, and repurposing the existing treatment basins for a Kubota flat plate flexible membrane treatment system. An alternative bid is also requested in the proposal and the technical specifications to use Ovivo silicon carbide flat plate membrane technology. The alternative bid will be evaluated with consideration of the design modifications required. The project also includes reconstruction of five Pump Stations. Stations A, B, C, and D will be converted to duplex submersible stations and Station E will be abandoned and served with a new gravity pipeline. New power supply conduits to Pump Station C, and the new 8" gravity sewer line replacing Pump Station E will be installed by horizontal directional drilling. The estimated construction cost is $6.5 million to $7.5 Million. Electronic PDF copies of the plans and specification bid documents are available without charge for contractors and material suppliers upon registration with the Engineer (please send an email to cmi@curran-mcleod.com) Bidders must be pre-qualified to bid on this project. Bidders not currently pre-qualified by the Owner, Engineer or the Oregon Department of Transportation may apply for pre-qualification with the Engineer prior to the bid opening on forms available or similar to those available from the Oregon Department of Transportation. No bid shall be received or considered unless the Bidder is registered with the Construction Contractors Board as required by ORS chapter 701.021. To be considered, bids must be completed on the bidding forms provided, in the manner prescribed in the bidding documents and accompanied by a 5% bid security in favor of the Salishan Sanitary District. Each bidder must indicate in the space provided on the Bid Form, whether they are a Resident or Non-Resident Bidder pursuant to ORS 279A.120. By submission of a bid, each bidder certified that the provisions of ORS 279C.800 to 279C870 and the higher of either Federal Davis Bacon or Oregon Prevailing Wage Rates are included in the bid prices. No bid will be received or considered unless the bid contains a statement by the bidder as part of its bid that the provisions of ORS 279C.800 through 870 are to be complied with. Contractors need not be licensed for asbestos handling per ORD 468A.720 to complete this project. The Salishan Sanitary District reserves the right to reject any or all bids not in compliance with all prescribed public bidding procedures and requirements, may reject for good cause any and all bids upon a finding of the agency it is in the public interest to do so, and may waive all informalities. No bidder may withdraw or modify his bid prior to the lapse of thirty (30) days after the bid opening
