Deadline to submit questions:October 5, 2023, 2:00pm Addendum/Response to Questions/Clarifications:October 12, 2023, 4:00pm Summary The Southwest Ohio Regional Transit Authority (SORTA) is seeking a highly qualified contractor to provide Installation and Maintenance Services for Bus Stop Signs and Poles at approximately 3,770 bus stops in SORTA's service area, including Hamilton County and parts of surrounding areas (Warren, Butler, and Clermont counties) for a contract term of five (5) years. 1.2. Background The Southwest Ohio Regional Transit Authority ("SORTA") is a regional transit authority organized and operating under Section 306.30 et seq. of the Ohio Revised Code. As such, it is a political subdivision of the State of Ohio. SORTA provides both fixed-route mass transportation services and paratransit services. SORTA provides service to the city of Cincinnati, Hamilton County Ohio, and parts of Butler, Clermont, and Warren Counties. SORTA operates 46 fixed routes. SORTA provides both fixed-route mass transportation and paratransit services through approximately 300 city-type transit buses and 50 paratransit vehicles. PROJECT OVERVIEW: The intent of this Scope of Work is to describe installation, removal, and maintenance services for signage to all the approximate 3,770 SORTA Bus Stops. The awarded Contractor will provide all labor, cleaning supplies and equipment. SORTA will assume that the Contractor has investigated and is satisfied with the expected conditions, quality of work expected, and the detailed requirements of this RFP. Reinventing Metro As part of Reinventing Metro/Issue 7, SORTA, under a separate contract, will be retiring and replacing its current inventory of bus stop signage for a new style of SORTA bus stop signage and SORTA-specific bus stop poles. These replacements are expected to begin in late 2023 and occur throughout 2024 and into 2025. The new poles and signs will become part of this contract after they are initially installed. TASKS: The Contractor will be responsible for: Installing, removing, and disposing of bus stop signs and poles that may require replacement caused by damage such as traffic collisions and/or other related types of incidents. Collecting, transporting, and storing SORTA-provided route sticker decals, bus stop signs and poles and other hardware as needed from SORTA facility located at 1401 Bank Street, Cincinnati, OH or other facility as designated by SORTA Project Manager. Installing and/or removing bus stop signs and poles as part of SORTA's quarterly service changes. Ensuring all bus stop poles are firmly inserted into the ground (or other impervious surface). Ensuring all bus stop signs are seven (7) feet from the ground in accordance with the Local, State, and Federal Americans with Disabilities Act (ADA). A ladder may be required. Ensuring all bus stop signs are facing oncoming traffic and not leaning. Ensuring that utility companies locate and mark underground utilities using Ohio 811 or similar service. Removing and/or adding customer facing information to existing bus stop signs as part of SORTA's quarterly service changes. Performing the replacement and/or repair of damaged and/or missing bus stop signs and poles within 72 hours of notification. Performing unforeseen damage that may require repair or replacement to a sign and/or a pole. Removing graffiti, paint, non-agency installed stickers, and non-transit related signs and posters on all bus stop signs and poles. Disposing of damaged bus stop signs and poles as required (to be completed in accordance with all local, state, and federal laws). Reporting any hazardous situation and/or damage observed during routine activities to the SORTA Project Manager. Securing all necessary permits and contacting 811 as necessary. SORTA would reimburse any permitting fees that are incurred. Drilling (for the poles) and digging may be required for this contract; however minimal concrete work is anticipated for this contract. If any work would require drilling or digging, the Contractor will notify the SORTA Project Manager to approve estimated costs prior to performing the work. If it is determined that the Contractor would perform this work, the Contractor would be responsible for any permits and contacting 811. SORTA would reimburse any permitting fees that are incurred. Coordinating with the SORTA Project Manager or designee to pick-up of any SORTA supplied materials required for installation, changes/updates, repair, or replacement. Removing and disposing of damaged bus stop signs and poles offsite at the expense of the contractor.
