Description

As of March 2023, the project is in design and contractor bidding is not expected to commence until late 2023. Construction is expected to commence in 2024. *The previous solicitation is listed below for reference. --- The East Bound National Trail Safety Rest Area (D0765) is a 2,888 square foot, 2-story building constructed in 1972. The scope of work provides for demolishing the existing rest area and constructing a new public rest area facility, a new 25x25 storage building, new picnic areas, including picnic shelters and outdoor exercise/play areas. The scope also includes reviewing the existing truck lot for potential expansion with sidewalk and ADA ramps, adjusting the ramp and parking lot geometrics as needed for the new construction and installing underground utilities for future e-vehicle charging stations. The project shall include evaluating the water quality at the site, upgrading the sanitary system, including an investigation of a potential municipal connection for the sanitary system for both rest area facilities, including the west bound building (D0766) and an evaluation of the existing lagoon sanitary system located near the west bound facility for any repairs or updates needed should a municipal connection be unavailable or cost prohibitive. This work may include, but is not limited to, architectural, geotechnical, civil, structural, electrical, mechanical services and landscape design. The scope of work would also provide for new electrical service, if needed. The new building, parking and ramps shall be sited to preserve existing mature trees where possible and allow for maximum utilization of remaining property for egress to parking areas and future parking expansion. Parking areas and access sidewalks shall meet IDOT Bureau of Design and Environment Manual (D&E-01) and construction and materials standards as identified in the Standard Specifications for Road and Bridge Construction (D&E-02). APPROPRIATED AMOUNT: $500,000 PROFESSIONAL LIABILITY INSURANCE REQUIRED: $1,500,000 Building design and exterior landscaping shall reflect the significance of location and proximity to the historic National Trail and Old Cumberland Road.All demolished materials shall be removed from the site. Hazardous materials encountered during the project will be addressed outside of the project. The A/E will need to determine if any components of this project are eligible for a utility company or other energy grant/rebate and will be responsible for preparing and submitting the grant application if the project qualifies for the rebate. A combined MBE/WBE goal of 18 percent is applicable to the A/E team. Some level of participation from both MBE and WBE firms is required to satisfy this goal (this requires including one or more MBE AND one or more WBE firms on the team). A VBE goal of 2 percent is applicable to the A/E team. The interviews for this project are tentatively scheduled for March 24, 2021. The method of Contractor Selection has not been Determined at this time.
