(End of Update 08 The 179th Airlift Wing, Mansfield Ohio ANG Contracting Office is issuing this Solicitation notice for Project No: EUBC 009109 - Camp Perry Logistics Complex (new construction). In accordance with FAR 14.101(d), bids will be evaluated without discussions. Award will be made in accordance with FAR 14.101(e). This project is solicited as SET ASIDE FOR SMALL BUSINESSES, 100%. All responsible bidders are encouraged to participate. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $39,500,000 average annual revenue for the previous three (3) years. The magnitude is between $5,000,000.00 and $10,000,000.00. See Sec 00100-Instructions to Bidders, for pertinent details and instructions related to site visit. Interested contractors are highly encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. The bid opening date is currently scheduled for 31 October 2022, at 1:00pm (EST). You are invited to submit a bid in response to our Invitation for Bids (IFB) W50S8R-22-B0001 - Camp Perry Logistics Complex, Project Number EUBC 009109, at the 200TH RED HORSE Squadron, 1200 N. Camp Perry East Rd., Port Clinton, Ohio 43452. 1.2. As a result of this solicitation, the Government intends to award a Firm Fixed Price (FFP) contract resulting from this solicitation to the responsible bidder whose bid, conforming to the invitation for bids, willbe most advantageous to the Government, considering only price. 1.3. This solicitation is set-aside 100% for small businesses. 2. NOTICE OF PRE-BID CONFERENCE AND SITE VISIT: 2.1. A pre-bid conference will be conducted on 06 October 2022, at 10:00 AM (EST) for the purposes of briefing on the bid requirements and answering questions regarding this solicitation. This conference will be held at the 200th RED HORSE Squadron, 1200 N. Camp Perry East Rd., Port Clinton, Ohio 43452. Interested Contractors are highly encouraged to attend the pre-bid conference. The site visit will be held following the conference. 2.2. Due to security conditions, all offerors SHALL register to attend this conference and site visit. Email the following information for all attendees to Gordon Strom, at the following address: gordon.strom.1@us.af.mil Visitor's Name, Driver's License Number, Company Name and Company TelephoneNumber 2.3. This information shall be provided in advance, at least 3 business days prior to the meeting, in order to ensure access to the military base and conference site and ensure adequate seating for the conference attendees. Even if you have access to the base you shall register to ensure adequate seating; failure to register shall result in denial of base access. The furnishing of the above information is voluntary; however, your failure to furnish all or part of the requested information may result in the Government's denial of your access to the pre-bid conference. This information will be provided to the Base Security Forces who will authorize your entrance to the site. 2.4. Visitors shall arrive no sooner than 30 minutes/no later than 15 minutes prior to start of meeting. Due to anticipated interest of prospective bidders, attendees will likely be redirected to parking outside of/adjacent to front gate, until government representatives are available to escort attendees to meeting location. All visitors (except those who possess federal government common access cards/CAC's) shall be escorted for the duration of the meeting and follow-on site visit. At no time shall non-CAC holders be authorized unescorted access/attendance to any part of base. FORMAL COMMUNICATION, OFFEROR EXPLANATIONS: 3.1. ALL questions shall be submitted on the template provided as an attachment to this solicitation (Attachment 6, entitled: RFI template), and shall be submitted to only Gordon Strom, at the following email: gordon.strom.1@us.af.mil. Understand that the RFI template is a Word document; the questions section is meant to expand to as many pages as necessary, so please utilize document to ask as many questions as you may have at any given time. DO NOT contact AE or Engineering personnel directly (to include Government Engineering personnel). Doing so will only delay your answer. 3.2. Any explanation desired by an offeror regarding the meaning or interpretation of the solicitation, or proposals, drawings, specifications, etc. must be requested in writing and with sufficient time allowed for a reply to reach bidders before the submission of their bid. 3.3. All questions and requests for information (RFI) shall be received NO LATER THAN the fifth working day prior to bid opening. OFFERORS ARE STRONGLY ENCOURAGED TO SUBMIT QUESTIONS EARLY IN THIS PROCESS. All responses to RFI's shall be distributed to interested bidders (including the RFI submitter) (within Contract Opportunities section) ONLY. 3.4. Any changes to the drawings, specifications, etc. will be issued in the form of an amendment. However, any answers that clarify or provide an interpretation to the drawings, specifications, etc. will NOT be posted via amendment but rather as a response to the RFI (within Contract Opportunities section). 3.5. Receipt by the offeror must be acknowledged in the space provided on the SF 1442 or by returning a signed copy of the amendment by the time set for receipt ofbids. 3.6. For security reasons, all technical and engineering data related to this solicitation will be distributed using system.
