Description

Town of Bell, Bayfield County Wisconsin Request For Bid Project/Design Engineering Services and Contract Management for Cornucopia Harbor Improvement Project. The Town of Bell is accepting bids for complete design and build services including complete drawings and specifications, complete material supply and installation services and contract management/oversight services for the improvement of the Siskiwit River in Cornucopia Harbor. Project Description The Town of Bell will utilize Federal Boating Infrastructure Grant (BIG), Wisconsin DNR Recreational Boating Facility (RBF), and Wisconsin DOT Harbor Assistance Program (HAP) funding to install 225 LF of coated sheet pile along the east bank of the Siskiwit River to stabilize the bank from future erosion, install 4 transient slips to better serve the public as a harbor of refuge. Additionally, the project shall enable land-based dredging of the river section. Copies of the Grants referenced are attached for reference. The project will commence approximately 71 north of the centerline of STH 13 and proceed 225' along the observed high-water mark (OHWM) of the east bank. Please refer to attached drawing 001 East Wall Siskiwit River Sheet Pile Project Area. The first 150' (starting at south) will be designed with an integral docking structure including mooring cleats and two utility pedestals providing water and power to four 25 slips. Power and water shall be assumed to be available within 150'. The docking structure may be removable to facilitate land-based dredging with an extended reach excavator. There will also be an ADA accessible boardwalk from the south end of the docking structure to the sidewalk at the southeast of STH13 bridge. The second portion shall commence at the north end of the 150' and proceed an additional 75 feet and terminate. This portion shall not include dockage. A 1,500 sqft slab poured between the new wall and the existing boat launch wall beginning at the termination of the new wall and south to the southern end of the boat launch ramp. The slab shall be suitable to support an extended reach excavator. The sheet pile walls shall be properly designed, installed and back filled such that the surfaces including any concrete slabs will support a 90,000# extended reach (60') excavator with a 1-yard bucket. The Excavator will be limited to an approach distance of 3' from the first 150' of sheet pile wall. Project schedule should accommodate the pleasure boating season June 1 - September 15. Any work done during that period shall not interfere with operation of slips on either side of the river. It is not preferred but the boat launch may be closed for periods to accommodate construction. The existing Kiosk will be relocated by others. Request for Proposal - Requirements All interested firms must have experience of a minimum of 3 similar projects in the past 10 years. Respondents to the RFP are advised that the scope of work shall include: A. Determining and advising Town of any permit or license issues/problems that may arise during performance of the work. Prepare required permit requests and required documentation. B. Preparation of final Approved Project plans and specifications to satisfy WisDOT's Railroad and Harbor Section's, BIG and RBF satisfaction and stamped by a Wisconsin P.E. suitable for your letting of competitive bids for the completion of project elements. Timeframes and schedules for engineering must be detailed. Material specifications must be detailed. No materials may be purchased or construction activities begun until these documents are approved by WisDOT and the Town. C. Complete material supply and installation services and contract management/oversight services build services to complete the work as specified in paragraph B above. project elements. The project engineer shall maintain accurate records, including photographs, indicating the quantity of work performed and materials used. The project engineer shall report any instance of non-compliance with the final design requirements. E. Providing for qualified on-site inspection of the approved project work progress. Maintaining overall responsibility for the management of the project and administration, including inspection, preparation of daily diaries and reports, and approval of change orders and contractors' invoices for submittal to the town. F. Performing or providing for the performance of scheduled and as-needed special technical inspections of all contractors' work to assure contract, plans and specification compliance, and issuing orders or arranging for remedial action as may be necessary to complete the Approved Project. Respondents are requested to: 1. Include resumes of assigned staff - including directly related experience - of all proposed project participants. 2. Provide a narrative outlining the approach to the job and expected timeline for completion of drawings and specifications suitable for soliciting bids for construction. 3. Submit your preferred form of contract. Respondents are requested to quote: 1. Lump sum price for Design and Build Services for complete scope. 2. The price for Engineering Services for Items A & B. 3. The price for complete Services for Items C, D & E. 4. Hourly Rates with estimated fees should any extra work be required.
