Description

IAW DFAR 236.204(i), Disclosure of Magnitude of Construction Projects, the estimated price range of this between $10,000,000 and $25,000,000. Payment and Performance bonds shall be obtained IAW FAR 28.102. Requirement / Description Contractor shall provide all labor, materials, equipment, hardware, software and programming necessary to provide fully functional repairs for Tank Farms 3 and 4 as detailed in the attached Statement of Work (Attachment 1), drawings (Attachment 2), and specifications (Attachment 3). The purpose of this project is to consolidate the bulk JP-8 and Ultra-low Sulfur Diesel (ULSD) storage and issue capabilities of Fuel Farm #3 and Fuel Farm #4. The existing bulk storage Underground Storage Tank (USTs) at Fuel Farm #3 and #4 are of 1950s vintage and have reached the end of their service life. The Fuel Farm #3 and #4 aviation and bulk ULSD infrastructure will be demolished, along with the underground JP-8 transfer pipeline, and reconstructed as a consolidated system at the Fuel Farm #4 area. The consolidated facility will have six 50,000-gallon double-wall USTs for JP-8 storage and one 25,000-gallon double-wall UST for ULSD storage. A new filter building with control room and motor control center (MCC) will also be constructed at Fuel Farm #4. A new truck loading and offloading area will be provided for ULSD receipt and issue west of the existing truck fill stands. Additionally, a return to bulk station will be constructed at the existing JP-8 truck fill stand. In place of Fuel Farm #3, a new Retail Station with two ULSD and two JP-8 dispensers will be constructed. The existing USTs for retail sales will be reused. The new service station building will contain an office, bathroom, and eyewash station. Site Visit: IAW FAR 52.236-27 SITE VISIT (Construction) Alternate I (Feb1995). If an organized site visit will be conducted, substitute a paragraph substantially the same as the following for paragraph (b) of the basic provision: (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, Bidders are urged and expected to inspect the site where the work will be performed. (b) An organized site visit has been scheduled for 24 May 2023 at 10:00AM AKDT. i. If interested parties would like to attend the site visit and requires temporary base access, please contact Christopher Nelson at Christopher.Nelson.70@us.af.mil at least three (3) days prior to the site visit. (c) Participants will meet at BLDG 10480 Sijan Avenue in RM 211. After a brief discussion, all parties will be escorted to the site where the work will be performed. Due to the importance of maintaining the schedule for this project, it is requested that all questions regarding the specifications and/or drawings be submitted by 10:00 AM AKDT, Thursday, 1 June 2023.
