Description | All work incidental thereto, including but not limited to the Roof Replacement and as required in accordance with the Project Manual. All questions regarding the project should be directed to the Architect and received in writing only via email to: office@aiarchs.com. Bidders electing to receive the specifications from a third party, or any other service or entity assume the responsibility of ensuring they receive any issued revisions or addenda. Bids must be accompanied by a guarantee in the amount of 10% of the bid, but not in excess of $20,000.00, in the form of a certified check, cashier's check or bid bond. Bidders must be authorized to do business in New Jersey. Any Bidder which is a corporation not chartered under the laws of the State of New Jersey, must submit an affidavit certifying that said corporation is authorized to do business in the State of New Jersey. Bidders must be registered with the Department of Labor and are required to comply with the requirements of Public Law 1999, c.238, "The Public Works Contractor Registration Act", which became effective on April 11, 2000 Bidders and their subcontractors must comply with the New Jersey Business Registration requirements. Bidders shall comply with the requirements of N.J.S.A. 40A:11-2.1 and N.J.S.A. 52:32-55 et seq. (P.L. 2022, c.3) respecting the disclosure of prohibited Russia-Belarus & Iran Investment Activities. Bidders are required to comply with the requirements of Public Law 1975, c. 127 which pertains to "Non-Discrimination" and "Affirmative Actions", and Public Law 1977, c. 33, which requires a Statement of Corporate Ownership. The rules and regulations cited in 24 CFR 92.351(b), 24 CFR 85.36(e) (i-vi), and OMB Circular A-102 on this topic specify that proactive outreach efforts to include MBE-WBE-DBE must be undertaken as part of the open competition process for contract opportunities funded with CDBG and other federal dollars. The sub-grantee-and its contractors and subcontractors are, therefore, required to provide the maximum practicable opportunity for MBE-WBE-DBE's to participate in the procurement process. Please reference the NJ Selective Assistance Vendor Information database for monthly/quarterly updated lists which identifies certified registered businesses as M/W/BE at: and DBE with the NJ Small Business Administration. All contracts and subcontracts for construction or purchase of materials are subject to Section 3 of the Housing and Community Development Act of 1968 where to the greatest extent possible, opportunities for training and employment shall be given to lower income residents of the project area, and when possible, contracts shall be awarded to business concerns owned by area residents. Small, Minority and Women's Business Enterprises are encouraged to obtain specifications and compete for the contracts assisted with Community Development Block Grant Funds. |
