Description

Pursuant to N.C. General Statute 143-64.31, Forsyth County is soliciting proposals from qualified firms interested in providing professional design services for this hanger upgrade. This RFQ provides complete information on the services being sought, the submittal requirements and timelines for a hangar and support space upgrade in Winston-Salem, North Carolina. Responses will be posted by written addendum and sent to all firms who have directly obtained the full document and to all websites where the original advertisement was posted. Submissions received after this deadline are late and will not be considered for evaluation. The County of Forsyth reserves the right to reject any and all submittals. This RFQ does not obligate the County to pay any cost incurred by respondents in the preparation and submission of a response, nor does it obligate the County to accept or contract for any expressed or implied services. It is the policy of the County of Forsyth that an employee, officer, or agent of the County may not participate in any manner in the bidding, awarding, or administering of contracts or agreements in which they, or a member of their immediate family, their business partner, or any organization in which they serve as an officer, director, trustee, or employee, have a financial interest. The successful Proposer must comply with all provisions of the Americans with Disabilities Act (ADA) and all rules and regulations promulgated thereunder. By submitting a proposal, the successful Proposer agrees to indemnify the County from and against all claims, suits, damages, costs, losses, and expenses in any manner arising out of, or connected with, the failure of the Company, its subcontractors, agents, successors, assigns, officers, or employees to comply with the provisions of the ADA or the rules and regulations promulgated thereunder. All proposals must be firm and not subject to increase, unless specified within the provisions of this Request for Qualifications (RFQ) and mutually agreed upon by the County and the Proposer. No special inducements will be considered that are not a part of the original proposal document. Provide professional design services for the work described herein. Services are to include developing bid documents for competitive bidding, submitting for building permit and addressing inspection comments, bidding assistance to the Purchasing Division, performing construction administration services and assisting with project closeout. Per state statute, plans and specifications are required to be sealed by a licensed architect or engineer. Firm selection will be qualifications based, and at a minimum a qualified firm must be capable of providing sealed plans and specifications and also conduct regular field observations (weekly or as needed) by a representative of the selected firm. Proposers without a qualified engineer/firm for specialized trades (e.g. hangar doors) may provide these services through the use of a subconsultant. All subconsultants to be used must be disclosed in the proposal. If it is later discovered that any subconsultant did not agree to participate in the project prior to the proposal deadline, that entire proposal is subject to elimination from consideration and the County may award the project to the next most qualified proposer.
